Job Description


Cooperative for Assistance and Relief Everywhere (CARE), Inc. doing business as CARE International in Ghana is seeking a dynamic, bold and creative problem-solver to oversee and coordinate all Adwuma-Pa Project M & E activities.

JOB PROFILE

The M&E Officer will be based in Kumasi and will be required to travel to project communities in the Western North, Ahafo and Central regions when needed.  He/ She will report directly to the Project Director, based in Kumasi.



The M&E officer is responsible for overseeing and coordinating all Adwuma Pa M&E activities and establishing a system of data collection through the Project Officer and Project Facilitators for the project’s performance monitoring system. He/ She is to ensure the availability of reliable and timely data for each operational district/ Municipality; ensure good working relationships and coordination with colleagues, especially on data analysis and reporting for the achievement of the overall goal of the Adwuma Pa project. 




Required Skills or Experience


Knowledge




  • Skills in developing appropriate data collection tools, and ability to assist in collecting required data, analyse, integrate and use such data to accurately identify and diagnose key issues and further assist in developing strategies and plan to resolve them

  • Computer skills including MS Word, Excel, Power Point.

  • Practical knowledge of donor regulations i.e. USDOL, EC, DFID etc

  • Research and report writing skills

  • Basic communication skills in one of the local languages spoken in the programme area 

  • Experience in Programme cycle management.

  • An excellent knowledge and experience in facilitating adult learning



Experience




  • At least five years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.

  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages. 

  • Experience designing and managing beneficiary monitoring and database systems 

  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.

  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.

  • Experience in planning and managing surveys.

  • Experience developing and refining data collection tools.

  • Experience managing and providing ongoing training to M&E field officers.

  • Experience with data quality assessments and oversight.

  • Ability to facilitate and serve as project liaison for externally-managed evaluations.

Qualifications




  • A minimum qualification of a bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field.

  • An advanced certificate in M&E, statistics, or economics will be an added advantage
