ICI has developed a Child Labour Monitoring and Remediation System (CLMRS) that allows industry partners to manage responsibly the risk of child labour in their cocoa supply chain. In line with the Ghana Child Labor Monitoring System (GCLMS), the system is based on the presence of Community Facilitators (CF) within cocoa-growing communities who raise awareness on the issue of child labour; identify cases and implement remediation activities. Job Description



Recruitment of Partnership and Capacity Strengthening Manager


 


ICI seeks tengage the services of a Partnership and Capacity Strengthening Manager tsupport its operations.


 


The Partnership and Capacity Strengthening Manager will lead in the implementation of a section of ICI’s strategy aimed at supporting capacity strengthening of national authorities, ICI’s members (both civil society and industry) as well as leading in the implementation of ICI’s forced labour work in Ghana, including the NORAD projects. S/he will specifically manage the capacity strengthening component of both ICI child labour and forced labour programmes. The Partnership and Capacity Strengthening Manager will work under the direct supervision of the Deputy Country Director/ Programme Coordinator (Ghana), as well as receive a technical supervision from the Programme Manager (Geneva) and the Policy and Partnerships Director (Geneva). 


 


The Partnership and Capacity Strengthening Manager will be in charge of the following:


 


Tasks and Responsibilities


A. Project management



  • Lead the Ghana level capacity strengthening strategic objectives and operational planning, including preparing annual work plan and budget.

  • Lead on ICI’s Ghana forced labour projects, including:

    • Ensuring the timely and qualitative achievement of the projects’ objectives. 

    • Ensure the active participation of national stakeholders and cocoa supply chain actors. 

    • Lead in the development and revision of appropriate capacity building tools (including training manuals, awareness raising materials, review background documents, prepae briefings and presentations related tchild labour and forced labour).

    • Represents ICI at key events, policy forums and roundtable dialogue on child labour and forced labour.





B. Knowledge management and stakeholder coordination 



  • Manage the process of identifying and synthesizing best practices and lessons learned that are directly linked tthe implementation of ICI’s child labour and forced labour activities and contribute ttheir dissemination.

  • Liaises with ICI’s Deputy Country Director/Programme Coordinator (Ghana) and Programme Manager (Geneva) on a weekly basis tensure proper implementation of the assigned project’s activities and results.

  • Analyse, collide, improve existing forced labour training materials’ content and develop any missing content addressing the national forced labour and worst form child labour (WFCL) laws and their enforcement, as well as the government’s protection services for vulnerable people. 

  • Develop or turn existing forced labour and WFCL materials intonline/mobile didactic content via a free learning platform, that would be specifically dedicated tthe technical staff of relevant stakeholders, policy makers, law enforcement agencies, etc.

  • Write progress reports and provide inputs tfor annual reports (being for ICI, its members, or donor reports).

  • Engagement with local authorities and stakeholders:

  • Map out existing government social protection services for vulnerable people (in or at risk of forced labour and WFCL) at national, regional and district level.

  • Organize regular consultations with key experts tjointly identify potential gaps in existing forced labour and WFCL laws as well as governmental social protection services on forced labour and WFCL, and make recommendations.



C. Capacity Building



  • Identify and build capacity of relevant national authorities on forced labour and child labour 

  • Identify and build capacity of cocoa supply-chain actors, on forced labour and child labour, including private sector and civil society organisations. 

  • Assess ICI members’ suppliers and cooperatives’ capacities and systems in addressing child labour and forced labour, make recommendation for improvement, and when needed, build their capacities where there are gaps.

  • Lead in the design of training and capacity building activities for national authorities and cocoa supply-chain actors on forced labour.

  • Facilitate the capacity building of ICI’s Programme team members, in order thave enough capacity/ necessary skills tdeliver their roles and responsibilities on forced labour. 

  • Develop knowledge management strategies and methodologies on capacity building as needed.



D. Networking, Advocacy and External Engagement



  • Engage in productive dialogue and ensuring effective collaboration with national authorities, international organization, cocoa supply chain actors and civil society organisations around the search for scalable and sustainable solutions addressing forced labour risks in the cocoa sector.

  • Develop a brief on forced labour projects and disseminate trelevant stakeholders. 

  • Ensure reputation, credibility and positioning of ICI’s forced labour project and work in Ghana.

  • Support national authorities (Child Labour Unit) treview the National Plan of Action for the elimination of worst form child labour (NPA II).

  • Support national authorities (CLU) tdevelop new strategy towards the elimination of child labour.





Required Skills or Experience



  • A Master degree in Social Sciences, Development Policy and Planning, International Development, or Legal Field. 

  • Professional experience in project management and coordination is desirable.

  • At least 3 years’ experience in conducting senior level trainings and managing complex multi-stakeholder programs.

  • Demonstrated field experience around child labour, children’s rights, forced labor and/or other labour and human rights issues.

  • Excellent English writing and verbal communication skills. Knowledge of French is a plus.

  • Effective communication skills and ability to establish good working relationships with national and local authorities, and international organizations and cocoa supply-chain actors.

  • Ability to take initiatives, to work and act under pressure with discretion in a sensitive environment

  • Strong organizational skills to manage multiple priorities.

  • Excellent interpersonal skills with ability to interact culturally, linguistically, and diplomatically with diverse internal and external stakeholders.

  • Ability and willingness to travel at least of 40 % of your time per year, in Ghana but also to in other West Africa countries.
