Project Information


The ultimate outcome of WVL-Ghana is increased enjoyment of human rights by women and girls and the advancement of gender equality. The project is being implemented over the five-year period of March 2019 to March 2024. A total of 98 local, regional, and national WROs and networks are expected to be reached, with a focus of long-term gender transformative programming in the six regions of Greater Accra, Central, Northern, Upper East, Bono, and Bono East, and national outreach through flexible grants and advocacy.  


 




 


Feminist Approach


The project will apply a feminist approach that is founded on two main principles: 1) “Nothing about or for WROs with WROs”, ensuring full and meaningful participation and influencing of all program processes by WROs; and 2) “WROs are experts” in their contexts and know how best to address issues. This will drive the need to leverage expertise through collaborative, reflective and mutual learning processes to ensure the project does not embody a top down or one-size-fits-all approach. This feminist approach is grounded in addressing root causes of gender inequality by interrogating / challenging power relations, social norms and values, and other systemic issues that anchor the inequalities at all levels. The approach will thus facilitate a movement away from only addressing welfare and practical needs to strengthening WROs’ work on addressing strategic needs and adopting systemic approaches that promote gender equality. 



Objective

In order to implement their work in a sustainable manner and be sufficiently reactive to needs, WROs in Ghana need dedicated sources of funding beyond this project to support their programmatic work. 



This calls for a robust forward-looking resource mobilization strategy which takes into account the changing donor landscape as well as assesses lessons learned from current resource mobilization efforts in Ghana. This strategy must also explore new aid modalities and actors and outline a systematic and strategic approach to leveraging existing and new partnerships as well as recommend how to diversify the resource base for WROs.



To this end, Plan International Ghana seeks a qualified consultant to develop a resource mobilization strategy with a proposed results-oriented action plan through a detailed mapping of existing WROs’ resource mobilization strategies and available resources that WROs can tap into. The overall purpose of the consultancy is to establish a clear overview of current and potential funding opportunities for women’s organizations in Ghana and clear avenues for WROs engagement in mobilizing these resources. 



Scope of Work 




  • Review current WRO’s strategies, work plans, funding models, and pipelines of interventions to better understand diverse WROs’ needs and desired outcome;

  • Consult with WRO’s to better understand their vision, mission and focus areas along with challenges from a resource mobilisation perspective 

  • Conduct a comprehensive analysis of potential donors, including a list of call for proposals, opportunities, and recommendations for being successful, etc.

  • Map donors’ strategic areas of interest and explore opportunities for partnerships (and mobilizing and leveraging resources) from emerging donors- the BRIC countries, for example - and private sector (foundations), African Development Bank, embassies, institutions, etc.;

  • Develop a plan for pursuing new donors (traditional and non-traditional) and obtaining funding for the WROs work;

  • Develop objectives for fundraising, methods, tactics and focus (bilateral, private sector, public funding, foundations)

  • Recommend areas for resource mobilization capacity building based on WROs’ existing resource mobilization strategies, funding models and needs,

  • Recommend ways to develop and maintain strategic partnerships and engagement with key donors (past, present and future); 



Expected Deliverables




  1. Review relevant project documents, including project implementation plans, performance measurement frameworks, Participatory Institutional Assessment (PIA) findings, and proposals to understand overall project objectives and variations, as well as the theory of change, recent Annual Workplans and Semi/Annual Reports, Feminist Model of Organizational Development [2 weeks from starting the assignment].

  2. An inception report will be prepared by the consultant and shared with Plan International Ghana and Plan International Canada and the two Network partners as appropriate. The report should include the objective of the assignment as understood by the consultant, methodology the consultant is proposing to take to collect donor information, and the format of the final resource mapping. This will be reviewed and approved by Plan before moving forward with deliverables [4 weeks from starting the assignment].

  3. Taking stock of current funding streams and funding outlook for a diverse range of WROs, a mapping of donor interests, priorities, funding windows and entry points to clear actions that should be taken to mobilize funds and develop/maintain relationships with these donors [1-2 months from start of the assignment];

  4. A comprehensive resources mobilization strategy for WROs that includes an overview of the situation, an analysis of past fundraising experience, recommended areas for resource mobilization capacity building, and explores future opportunities and strategies [3 months from start of the assignment]

  5. An outline for the resource mobilization capacity building module for WROs [2 months from start of assignment] and the full capacity building module shared in draft [2.5 months from start of assignment] and finalized [3 months from start of assignment]

  6. Conduct a TOT/training to WRO and CTCs on the resource mobilization module to ensure they can take forward the module and train WROs [3 months from start of assignment]



Methodology




  • Internally, the consultant shall work closely with the Plan International Ghana – Women’s Voices and Leadership (WVL) Project Lead and team;

  • The consultant shall interact and liaise with the two Network Partners and relevant WROs receiving grants under the WVL project;

  • The consultant will review the PIA findings and analysis to better understand the strengths and gaps identified by WROs in relation to resource mobilization;

  • Externally, the consultant shall interact with donors regionally and internationally, fundraising experts and consultants and others as required.

  • The work shall mostly be conducted in Accra, with some opportunities for travel to the following regions: Greater Accra, Central, Northern, Upper East, Bono, and Bono East

Required Skills or Experience



  • Master’s degree in resource mobilization, marketing, business administration, economics, communication, gender equality, or other relevant discipline.

  • Fundraising and resources mobilization skills and experience (knowledge of WROs an asset)

  • Proficiency of English language with communication skills, both written and oral; ability to effectively communicate both internal and external

  • The ability to work collaboratively with teams

  • Excellent problem-solving skills and an ability to work within tight deadlines. 

  • A commitment to excellence in order to meet high quality standards expected internally and externally; the mapping is expected to be made available to a wide base of audiences in Ghana in addition to the project’s targeted WROs.

  • Ability to work independently with minimal supervision.

  • Ability to uphold and implement the feminist principles guiding this project throughout the entire consultancy. 



Experience:




  • Five years of relevant experience in corporate fundraising, preferably in an international setting or within WROs/feminist realm

  • Proven track record of generating/securing significant funding;

  • Experience and expertise in developing and maintaining good relationships with institutional donors or corporations

  • Knowledge of or experience with WROs is a strong asset
