The Feed the Future Ghana Trade and Investment (GTI) Activity was initiated December 1, 2021 and will run for 5 years.  The activity will work closely with public and private sector stakeholders to improve the enabling environment for Ghana’s economic growth by (1) facilitating growth in export-oriented trade; (2) improving and developing product standards; (3) catalyzing investments in private enterprises related to high-value commercial crops; (4) promoting job creation, particularly among women and youth; (5) promoting economic diversification; and (6) increasing foreign exchange revenues from high-value export crops. GTI will facilitate investing in firms that trade goods across borders, spur innovation, and build the capacity of the entire trade sector. 



Purpose:



The Capacity Building and Training Specialist will report to the Trade Policy and Facilitation Director and work closely with the Chief of Party. S/he will be in charge of implementing GTI’s capacity building and training programs for staff and beneficiaries interacting with Ministry of Trade and Industry and its allied agencies, the National (AfCFTA) Coordination Office, GRA-Customs Division and other relevant public and private stakeholders in the trade sector. The programs will be determined in close collaboration with key institutional stakeholders listed above. The role includes contributing to assessing needs, work planning, design and preparation of materials, participation in activities, measuring quality and supporting the assessment of outcomes. The Capacity Building and Training Specialist will be expected to implement all tasks efficiently, effectively, and to the highest professional standards.



 



Key Responsibilities:




  • Develop GTI’s overall capacity building and training framework and strategy for the Program.

  • Lead all capacity building and training programs related to issues of trade facilitation, logistics,

  • Design and develop training programs based on an Annual Work Plan (AWP).

  • Working with the technical team, select appropriate capacity building and training methods or activities (e.g. seminars, workshops, mentoring, job training, professional development classes, study tours, trade shows) and provide necessary information about timeframe, locations, content, trainers, and number of participants.

  • Conduct capacity building and training needs assessment and identify skills or knowledge gaps that need to be addressed.

  • Mainstream gender and the needs of other marginalized groups into the design and development of training programs.

  • Use known education principles and stay up-to-date on new training methods and techniques.

    • Providing training to technical staff to lead trainings independently.



  • Research and recommend new training methods.

  • Adapt to ensure the safety of all participants, consistent with the COVID-19 management plan.

  • In coordination with GTI’s Communications and Technical teams, design and prepare training materials (e.g. hand-outs, visual aids, etc.).

  • Assess instructional effectiveness and determine the impact of training on trainee skills and KPIs.

  • Design and develop a system to track and monitor training attendance and completion of training modules.

  • Create a pool of training facilitators, especially for in-house, to lead various training sessions and other training activities

  • Gather feedback from trainers and trainees after each training session.

  • Partner with internal stakeholders and liaise with experts regarding instructional design.

  • Liaise with the MEL/CLA staff and verify the opportunity to develop specific indicators to measure the impact of capacity building and training activities.

  • Maintain an updated curriculum database and training records.

  • Incorporate new methods of learning, instructional techniques, and instructional technologies to develop new and exciting and compelling learning solutions.

  • Other contributions to GTI as directed by the COP and Finance and Administrative Director.




Required Skills or Experience


Qualifications:




  • Must be a Ghanaian citizen.

  • Bachelor’s degree with at least 7 years of experience in education, training, or similar field; knowledge of international trade, including strong understanding of trade preferences under the AfCFTA, AGOA and IEPA and investment issues required.

  • Minimum 5 years of experience working on international donor/development cooperation projects;

  • Ability to define problems, collect data, establish facts, and draw valid conclusions;

  • Strong problem solving and decision-making skills as well as exercise considerable analysis and judgment to identify solutions;

  • Hands-on experience coordinating multiple training events in a corporate setting;

  • Advanced organizational skills with a demonstrated ability to multi-task, keep deadlines and prioritize workload;

  • Proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate);

  • Knowledge of instructional design theory and implementation;

  • Strong communication, interpersonal, and leadership skills;

  • Excellent oral and written communication skills;

  • Demonstrated collaborative skills and motivational capabilities;

  • Familiarity with traditional and modern training methods and techniques;

  • Knowledge of eLearning and learning management systems (LMS) and web delivery tools;

  • Proficient in word processing, spreadsheets and office software such as Microsoft Word, Excel, PowerPoint, and Google Applications;

  • Demonstrated ability to work independently with minimal supervision; and

  • Demonstrated success in working in a multicultural environment and maintaining positive working relationships.
