Job Description


TERMS OF REFERENCE 



DEVELOPMENT OF CLIMATE SMART MANAGEMENT PLANS FOR SELECTED CREMAs





Project Description: Collaborative Learning for Climate Smart Cocoa (CLCSC) 



The Collaborative Learning for Climate Smart Cocoa (CLCSC) project is a partnership between CIFOR, SNV, ICRAF, the Ghana Cocoa Board (COCOBOD) and Forestry Commission. It will assist ongoing CSC input and service delivery initiatives – and contribute to Government of Ghana’s climate change mitigation and adaption strategies - by using a Collaborative Learning Platform (CLP) development approach to help resolve the barriers to smallholder CSC adoption. This approach is built on principles of collaborative learning and shared value to formalize a space for learning and adaptive management between science, policy and planning spheres. The CLPs will be established in ten Community Resource Management Areas (CREMAs) in the two priority districts of Ghana Cocoa-Forest REDD+ program (GCFRP), Juabeso and Bia West. Although many CREMAs in Juabeso-Bia cocoa-forest landscape have developed management plans, most of them lack climate smart prescriptions that relates to smallholder cocoa systems in the landscape. This makes the commitment to the implement the climate smart cocoa standards less prioritised among CREMAs in the HIA. 



In view of the above gap, the CLCSC Project currently seeks a suitably qualified expert to develop or revise existing management plans of selected community resource management areas (CREMAs) to effectively include climate smart interventions and management prescriptions as part of the management plans of selected CREMAs in the Juabeso-Bia Hotspot Intervention Area (HIA). 



OBJECTIVES

To develop and update management plans to effectively incorporate climate smart cocoa interventions and management prescriptions for selected CREMAs as well as strengthening the commitment of CREMAs and farmers cooperatives towards the implementation of the management plans. 



SPECIFIC TASKS




  • Review the Ghana Cocoa Boards Climate Smart Cocoa Standards, and other relevant climate threats and recommended prescriptions for the Juabeso-Bia Forest cocoa landscape.

  • Based the above review and in consultation with the HIAMB and other relevant organisations working in the landscape, develop a content framework for the development for CREMA management plans that effectively incorporate climate smart [cocoa] interventions, and management prescriptions for CREMAs in the landscape. 

  • Use the agreed management plan content framework to prepare or revise the management plans of at least five selected CREMAs in the Juabeso-Bia landscape. 

  • Organise workshops to train for CREMAs and cocoa cooperatives in the implementation of climate management plans in the landscape.

  • Develop a community commitment to the implementation of the management plan including elimination of unproductive CSSVD farms to promote sustainable intensification in the Juabeso-Bia cocoa landscape. This should be done in close collaboration with the CREMAs and the HIAMB. 



DELIVERABLES




  • A report detailing a review of existing guides, standards, plans promoting climate smart cocoa and other relevant climate interventions/recommendations with a review to promote climate resilience in the Juabeso-Bia HIA.

  • A content framework for CREMA management plans that effectively incorporate climate smart [cocoa] and other relevant climate resilient interventions, and management prescriptions for CREMAs in the landscape. 

  • Revise the management plans of at least five selected CREMAs in the Juabeso-Bia landscape. 

  • Organise workshops to train for CREMAs and cocoa cooperatives in the implementation of climate management plans in the landscape. 

  • A commitment document signed by the selected CREMAs towards the implementation of the management plans

Required Skills or Experience


The following knowledge and skills are preferred:




  • At least master’s degree in Natural Resource Management, Forestry, Wildlife Management, Social Sciences, Development Studies, Economics, etc

  • Strong knowledge and background in land use planning, community mobilisation and rural development.

  • Good understanding of the CREMA concepts in Ghana, processes, challenges and opportunities, etc. 

  • Evidence of delivering similar assignment

  • Excellent report writing skills

Technical Proposal:




  • Cover letter highlighting the consultant, firm or groups of individuals capability in delivering the assignment including evidence of performing similar assignment within the last five years; experience in Agriculture sector will be preferred.

  • A brief technical proposal outlining understanding of the assignment, a proposed approach/methodology, work plan on how objectives of the assignment will be achieved. This may include applicant’s own ideas/recommendations towards better delivery of the assignment.

  • CVs of proposed team members to undertake the assignment.

  • Submissions should as well include company profiles, and company’s registration.



Financial Proposal:




  • Personnel costs or professional fees should be indicated in the proposal

  • Training fees

  • Where applicable, SNV will bear cost related to field travels being accommodation, transport, DSA,
