Position: Field Grant Officers



Position Description



The Field Grant Officers will provide Operational, Financial, Administrative and Logistical management support to selected Civil Society Organisations (CSO) on the Preventing Electoral Violence and Providing Security to Northern Border Regions of Ghana (NORPREVSEC) Programme; a two-year initiative implemented in the five administrative regions of Northern Ghana; Northern, North East, Upper East, Upper West and Savannah regions with funding support from the European Union (EU).



Responsibilities include preparation of progress reports, Monitoring, Evaluation, Learning, and Assessment (MEAL) of sub-grantees, assisting grass-root CSOs in the administration of small grants, and other contractual mechanisms in compliance with EU regulations and guidelines.  The Field Grant Officers will collaborate closely with the Operations, Administrative and Financial team in the area of Programme Management, Knowledge Management, Administration of awarded grants to selected CSOs and subcontracts. Provide on-site technical support to sub awardees and contractors in the administration and financial management of their sub awards/sub contracts, monitor sub awardee/sub-contractor financial and regulatory compliance, assist them with preparing budgets, preparing technical and financial reports, ensuring adherence to funder rules and regulations, coordinating with Country Office on sub award/sub-contractor management and tracking, providing technical assistance to develop the capacity of partner organizations.



Specific Responsibilities



Specifically, the Field Grant Officers will:




  • Assist grantees and subgrantees on the utilisation of funds in line with EU and Coginta policies and guidelines including financial management, procurement, and other regulatory compliance-related areas.

  • Provides technical support and guidance to project grantees on grant management, compliance, contract administrative and financial management, budget development, the scope of work formulation and reporting to ensure effective and efficient management of grants.

  • Track progress of implementation and report timely to ensure and execute according to the agreed-upon scope of work.

  • Oversees the timely completion and accuracy of monthly grant management reports by grantees for onward submission to the Country Office.  This includes the receipt of deliverables, expenditure variance analysis, and other reports

  • Supports the accounting, financial management, and reporting to achieve the results of which it is responsible for under the donor agreement.

  • Supports the maintenance of adequate financial, managerial, and administrative grants management resources to support monthly program operations.

  • Ensures all activities related to grant and financial management are carried out in conformance with policies and procedures established under the donor agreement.

  • Supports efforts in providing guidance, instruction, and support to implementation partners in the formulation of their procedures to enhance skills and competencies in grant management and compliance.

  • Assist partners to effectively and systematically address their financial management weaknesses to enhance compliance.

  • Supports internal audit functions.

  • Performs other related duties as assigned by Management.




Required Skills or Experience



  • BA or a related degree in Development Studies, Planning, Economics, Business Administration, and related discipline with a minimum of 5 years’ experience in Project Management, Monitoring, and Evaluation, Grant Management, NGO Management, preferably in the five regions of the North.

  • Master’s Degree in Development Studies, Planning, Economics, Business Administration, and related discipline with a minimum of 3 years experience in Project Management, Monitoring and Evaluation, Grant Management, NGO Management, preferably in the five regions of the North.

  • Demonstrated experience in NGO/managing donor funds.

  • Working knowledge of EU-funded projects is an asset.

  • Must have demonstrable hands-on experience with an accounting system and high degree of competency in MS Excel and other accounting packages.

  • Excellent communication skills in English and one or more northern local Ghanaian languages required

  • Experience working with government departments and agencies and local organizations required. Experience working with the CSOs in Northern Ghana strongly desired.
