Job Description



  • Reports to: Regional Director, West Africa (Direct), Technology Director (Functional)

  • Location: West Africa IPA Office / Remote

Position Summary


The Regional IT Coordinator’s role is to ensure IPA West Africa’s information technology systems and operations’ optimal performance while aligning country office processes with the larger organization’s objectives. The Regional IT Coordinator will coordinate closely with the Regional Director, Country Directors; Operation leads and, the Global Technology Director and staff at headquarters to support regional and global projects to identify, recommend, develop, implement, and support cost-effective technology solutions in line with the organization’s strategic vision.


 


The Regional IT Coordinator will provide technical expertise, guidance, and oversight of field offices’ IT and other staff on the operations, security, and maintenance of core computing needs including devices, networks, servers, and associated systems.


 


This position will be based in at one of IPA’s West Africa offices. The incumbent will travel, as required, to IPA countries in the region to support country offices and field office operations as necessary.


 


Specific Responsibilities include:



  • Technology and Information Management Strategy and Architecture and Planning

  • In partnership with the Global Technology Director, work with the Regional Director, regional Country Directors, and other stakeholders to understand and document regional and country business needs and available staff and financial resources

  • Maintain knowledge of evolving technology trends and potential relevance to IPA’s mission and operations

  • Collaborate with the global IT staff to document and voice regional priorities

  • Participate in and assist in developing global, regional, and country-level technology strategies and architecture covering infrastructure, security, information systems, data, governance, project management, and change management

  • Partner with global technology teams to develop and adapt technology services catalog to the region

  • Enable technology to support business process automation



Policy



  • Participate in the development of global technology policies

  • Partner to develop regional and country technology policies as needed

  • Track, report, and drive regional staff compliance to technology policies



Documentation



  • In partnership with global technology team define and maintain current, accurate, and relevant regional technology documentation

  • Ensure the maintenance of documentation by regional country technology staff

  • Implement, review, and enhance new regional IT procedures and processes as necessary



Technology Project Delivery



  • Execute global, regional, and country technology projects and system implementations in the region in an organized and effective manner

  • Support the successful delivery of effective global, regional, and country technology projects to regional stakeholders

  • Represent regional requirements and business needs in global system planning and delivery

  • Maintain appropriate documentation for regional and country technology projects

  • Assist in developing training plans and materials

  • Deliver trainings for technology and other staff



Technology Operations



  • Ensure the smooth running of the IT operations in the country offices, including user support, infrastructure, asset management, information systems, security operations, business continuity, identity services, communications, networks, and connectivity to defined standards and metrics

  • Respond to and manage regional operational technology events such as outages or security compromises

  • Drive operational excellence through ITSM best practices using the ITIL framework

  • Provide reporting of technology operations to regional and global stakeholders

  • Participate in planning and managing IT budget and assets allocated to the region

  • Ensure service level agreements (SLAs) with external service providers are monitored, and met.



Staff Mentoring and Oversight



  • Provide mentorship and support learning opportunities for regional IT staff

  • Provide management input to Country Directors on the performance of regional IT staff

  • Support country technology focal points with continuous learning on necessary technologies.



Stakeholder Management


Develop and maintain relationships and communication with key stakeholders across the region, including management staff, third-party application developers, IT consultants, and vendors.




Required Skills or Experience



  • Bachelor’s degree or equivalent experience

  • 3+ years of experience implementing and supporting technology infrastructure systems including networks, servers, and user devices

  • 3+ years of experience with core business systems including specifications, process modelling, implementation, delivery architecture, configuration, training, integration, operations, and support

  • 2+ years of experience providing administration and support for enterprise-level systems with substantial numbers of users across global time zones

  • 1+ years of experience using and monitoring technology systems and infrastructure security management

  • 1+ years of experience with project management methodologies in different team roles

  • Ability to communicate effectively in both verbal (i.e. day-to-day discussions, team meetings) and written (requirements and design specifications) form, as well as an overall ability to be clear and concise in all communications

  • Good listening skills and the ability to interface with and lead both technical and non-technical teams.

  • Strong analytic curiosity and problem-solving skills

  • Proven ability to work both independently and in a dynamic, cross-functional team structure.

  • Proven ability to establish and maintain working relationships across all departments and levels of an organization



Preferred Skills




  • 2+ years of work experience in an international NGO strongly preferred

  • 2+ years of experience with two or more of the following enterprise systems: Supply Chain, Financial, Grants, Data/Indicator, HRIS, Business Intelligence, Data Warehouse/Business Analytics and/or CRM applications.

  • Experience with networking and communications technologies for an international NGO

  • Experience with concepts of software development and data management

  • Experience with delivering technology training
