Engineering Projects Lead’s Functions


Supports the Engineering Manager to Manage activities required and associated with Implementation, Commissioning and Handover of projects associated with facility development and upgrade of WAPCo R&M Stations in the Western Operations as assigned by the Engineering Manager in a manner that ensures that Project Execution, Risk Management, Technical Assurance and Schedule Targets are met in a safe, responsible and efficient manner.


 


The Project Civil Engineer will supervise and support the underlisted projects and others assigned by the Engineering Manager in 2022 and 2023.



  1. Takoradi and Tema Modification Projects

  2. Fire Water Hydrant System EPIC Tema

  3. Fire Water Hydrant System EPIC Takoradi

  4. Fire Water Hydrant System EPIC Lome

  5. New 35m pylon mast in LOME (Procurement & Installation)

  6. PM - Safety in Design Projects – Takoradi

  7. PM - Safety in Design Projects - Tema

  8. Corrosion Management Project – Lome 

  9. Corrosion Management Project – Tema 

  10. Corrosion Management Project – Takoradi 



 


Position Summary


Provide offsite and onsite supervision and support of all Engineering and Project Development activities performed that is required to ensure the sustainability and continuous improvement of WAPCo Facilities and offshore pipelines in a safe, responsible and cost-effective manner.


 


Key Accountabilities & Responsibilities 



  1. Implementation of Company HES and Security Policies to Ensure Safe Work Environment-15%


    • Act as Project site engineer to supervise all activities and contractor employees on site to ensure compliance with WAPCo HES Policies.

    • Ensure participation of all project personnel in safety awareness and training programs.

    • In consultation with the HES Subject Matter Expert (SME), direct the disposal of waste generated as a part of daily work in a safe manner and in compliance with all hazardous waste transportation and disposal regulations and requirements. With direction from the HES SME, prepare manifests for the shipment of hazardous wastes.

    • Ensure the use of Permit to Work and associated certificates as applicable to manage all non-routine activities on site.

    • Ensure the implementation of the Stop Work Authority during Project Construction and implementation.



  2. Project Planning, Design and Development-25%

    • Participate in Project Design Review to ensure that Company Specifications and Project Requirements are achieved.

    • Participate in the Development Review and Approval of Project Work Scopes.

    • Participate in the Development Review and Approval of Plans and Procedures for Development and Upgrade Projects.



  3. Project Implementation / Execution-25%

    • Participate in Project Kick-Off Meetings and Initial Document Preparation and Approval.

    • Participate in Contractor Mobilization to Site for Assigned Projects.

    • Participate in Project Meetings and Progress Reporting Activities.

    • Participate in on-site activities to ensure project technical compliance

    • Participate in the development and review of plans and procedures for Development and Upgrade Projects.

    • Act as WAPCo Site Engineer during project site installation stages.

    • Supervise and Witness Construction and Installation Testing and Certification activities

    • Participate in Projects at R&M stations in the western division and work with other team members or contractors in performing project construction, execution, commissioning and handover.



  4. Project Commissioning / Handover-15%

    • Participate in Project Pre-Commissioning Activities.

    • Participate in Project Commissioning and Startup Activities.

    • Participate in Project Performance Testing Activities

    • Participate in Project Handover Activities.

    • Participate in Project Closeout and Lesson Learned Activities.



  5. Material Planning and People Resource-20%

    • Maintain project chemical inventory and verify (MSDS) Material Safety Data Sheet for inventory items required for the facility.

    • Provide and update Reports on Project Progress implementation.

    • Participate in bid technical analysis as and when required.

    • Participate in team meetings, work planning, scheduling, time management and in the standardization and improvement of team activities and work processes.






Required Skills or Experience



  • A bachelor’s degree in Civil or Construction Engineering or a related discipline.

  • Minimum of 8years relevant experience in engineering project and 3years of supervisory experience is preferred.

  • Registered Member of Engineering body is an added advantage. Project management experience and certification will be another added  advantage.
