Improving the lives of women and girls is a priority for many policymakers and development partners around the world, and researchers are investigating innovative programs to understand what works to improve women’s empowerment. But when effective programs and policies are identified, decisionmakers often struggle to determine how to use the evidence for impact at scale. IPA is aiming to fill this impact gap by moving evidence to impact at the national level in Ghana. The central goal of our proposed project is to solve the last-mile problem of ensuring that decision-makers are equipped with the evidence to implement effective programs that promote women and girls’ safety, health and wellbeing, and agency and empowerment.



Position Summary

IPA seeks to engage a gender consultant in Ghana to provide technical assistance and engage with policymakers and other decision-makers to ensure evidence is used to inform gender-related policy and programming. This Consultant will work with our in-country policy team to share results, actively participate in country-level decision-making, facilitate the co-creation of policy-driven research, and ultimately identify and support pathways for scaling up effective solutions in Ghana.



Responsibilities:




  • Share rigorous evidence with influential decision-makers for policies and programs affecting women and girls in Ghana

  • Identify paths to scale for promising, evidence-based interventions to change outcomes for women and girls

  • Identify and leverage windows for policy influence

  • Create open-source implementation guides that can be shared with partners to guide them in program implementation and basics of the monitoring necessary for the program

  • Continue to promote the scale-up of evidence-based programs through productive partnerships and policy engagements with key partners.



Deliverables:




  • Three instances of technical working group participation

  • Facilitate connections and help conduct stakeholder mapping to identify key policy partners

  • Five meetings with government or NGO partners to share evidence

  • Webinar discussing evidence and possible applications

  • Two Path to Scale plans, which document: the identification of partners who have the capacity to scale the intervention and what it will take for them to do so; the primary barriers and plans to overcome the barriers; risk assessments, etc.

  • Implementation guide that provides information on implementation and monitoring for the program

Required Skills or Experience


Requirements/Qualifications:




  • A Bachelor’s degree in Statistics, Economics, Public Health, Agriculture, Development studies or related field. A Masters degree is preferred;

  • Experience researching or working in Ghana’s gender sector;

  • Fluency in written and verbal communication in English and the ability to draft reports is essential;

  • At least two years of experience in project management, preferably in relation to supervising, designing, and implementing data collection and/or fieldwork activities, and managing teams of field staff.

  • Excellent problem solving and analytical skills and strong attention to detail;

  • Outstanding interpersonal skills and ability to work effectively in a diverse team and high-level stakeholders;

  • Demonstrated ability to prioritize tasks, work under pressure and meet deadlines, often with limited supervision.
