Job Description


Cooperative for Assistance and Relief Everywhere (CARE), Inc. doing business as CARE International in Ghana is seeking a talented, motivated and innovative MEAL Specialist – PROSPER Project, who will work closely with the Project Manager to provide technical support by developing a comprehensive MEAL system enabling CARE to demonstrate the impact of its response ensuring greater accountability. S/he will harmonize the MEAL approaches to ensure efficiency in implementation and ensure compliance with CARE’s MEAL minimum standards, guidelines and procedures. The MEAL Specialist will ensure that the project is well monitored and is of excellent technical quality. The role holder will also play an important role in improving information management and data quality, and in strengthening knowledge sharing and learning across the project and key community structures.



PROSPER II project seeks to improve food security and nutrition and the socio-economic empowerment of 11,700 people. The key project objectives are; Empowering women through agricultural and non-agricultural livelihood options, strengthening the financial inclusion of women in cocoa-farming households, improving nutrition behaviors and strengthening Community Governance.

JOB PROFILE



The Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist will be based in Kumasi and will be required to travel to all project communities in Western North Region at agreed periods. The MEAL Specialist will report directly to the PROSPER II Project Manager, based in Kumasi. The MEAL Specialist will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the project. He/she will also provide technical assistance to project team in relation to monitoring and reporting.



Some Key Responsibilities for this role:




  • Mainstream the Global CARE MEAL Guidelines across all related MEAL activities at the field level and ensure the guidance notes for monitoring, evaluation, and accountability are functional at the field level.

  • Design and Implement effective Monitoring and Evaluation Framework

  • Maintain and operate the management information system of all project training activities that is periodically updated to reflect progress and performance

  • Preparation Of Work Plans, Capacity Building Modules, Planning and Project Delivery

  • Develop strategies for assessing the quality of collected data for the indicators and manage tools and methods for assessing data quality for all indicators.

  • Develop TOR for internal and external baseline survey, mid-term evaluations, final evaluations and frame the different types of study questions such as barrier analysis, market analysis, Knowledge, Attitudes, and Practices Surveys (KAP).




Required Skills or Experience


Knowledge




  • Knowledge and experience with mobile data collection platform

  • Thorough knowledge of principles and current approaches to monitoring and evaluation in development programs

  • Excellent analysis and writing skills; concept notes and program design documents (including log frames)

  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods



Experience




  • At least three (3) years of applied experience in designing, implementing, and overseeing monitoring and evaluation tasks.

  • Experience in data processing & use of data visualization tools will be an added advantage

  • Demonstrated experience in managing teams and building staff capacity within complex programing.

  • Experience in managing teams and building staff capacity within complex programing.

  • Experience with M&E approaches, database design and other tools for information management like DHIS2;

  • A proven experience in the use of qualitative and quantitative software for data analysis.



Competencies




  • Excellent people management and team leadership skills; ability to get diverse groups of people to work effectively together with vision and purpose

  • A Strong proficiency in Microsoft Word and Excel.

  • Excellent written and spoken English

  • Fluency in relevant local languages.

  • Ability to effectively work independently and outside of conventional office environments, if needed.

  • Excellent report-writing skills

  • Ability to multitask and work within deadlines

  • Excellent communication skills and good team player



Qualifications




  • A minimum of bachelor’s degree in Statistics, Agricultural Economics, Management Information System or field related to development with experience in field research

  • Knowledge in Economics, Computer Science and Mathematics will be added advantage
