A reputable local NGO operating in northern Ghana is seeking dynamic professionals to be recruited for the under-listed job vacancies within the USAID-funded Ghana Market Systems Resilience (MSR) Project in northern Ghana.



PROJECT OVERVIEW

The Ghana Market Systems and Resilience Activity (MSR) is a five-year USAID-funded follow-on project to USAID/Ghana ADVANCE II. MSR will leverage over a decade of experience linking smallholders to markets, inputs, and services in Ghana. The project will strengthen commercial relationships between market actors, improve the rural entrepreneurship ecosystem to enable greater market participation, particularly for women and youth, expand the availability of agribusiness services, and link targeted policy initiatives to improved local economic governance. These activities will result in competitive, stronger, and more resilient markets, thus increasing inclusive agriculture-led economic growth in northern Ghana.​

Summary of Responsibilities

The MEL Specialist will support implementation of the MEL and collaborative, leaning and adaptation (CLA) plan and learning agenda on technical and management processes. S/he will support the implementation of the MEL framework and plan that incorporates CLA principles and components. S/he will facilitate learning workshops with the MEL team and technical leads, engaging partners in identifying evidence-based ways to adapt and scale interventions. The MEL Specialist will support documentation, sharing, and use of programmatic learning and results to drive adaptive management processes. S/he will also support the MEL/CLA Director in overall planning, quarterly internal reviews, annual reporting to the donor. The MEL Specialist will support the baseline data collection process by conducting qualitative and quantitative program outcome and impact surveys, review the MEL plan, and perform other related M&E efforts for MSR and ensure that quality of the project’s data is accurate and timely. 



Essential Duties and Responsibilities




  • Support the design and implementation of an M&E framework and plan that incorporates CLA principles and components.

  • Support the baseline data collection process, develop the MEL plan, and perform other related monitoring and evaluation efforts for the Activity.

  • Ensure effective reporting, data collection, and monitoring systems are in place. 

  • Complete impact assessment, baseline, midline, and end line surveys to assess the impact of the project on livelihoods. 

  • Support the design of learning approaches that enable analysis of data, context, and emerging experience, as well as iterative adaptive management for MSR technical approaches.




Required Skills or Experience



  • Master’s degree in agriculture, economics, statistics or business administration or other related field.

  • Familiarity with the concept of learning, adaptive management/CLA, and demonstrated experience using a mix of informational sources and research methods to analyze project progress, communicate findings to a range of external and internal stakeholders, and apply learning to work planning.

  • At least six years of experience in implementing knowledge management and sharing/learning, using CLA principles and approaches.

  • Proven leadership in supervising staff, managing multiple complex project components, and convening people across technical teams to build consensus and achieve an outcome.
