PRGRAM DESCRIPTIN

TI’s Littrals Reginal Initiative (LRI) prgram is able t prvide supprt t lcal cunterparts acrss specific West African castal states t withstand the increasing pressures f VEs by addressing instability factrs including: lcalized cnflict, ethn-religius marginalizatin, lack f understanding f the VE threat, lcal grievances against gvernance structures, and weak scial chesin. LRI cmplements the brader USAID presence in the regin by prviding shrt-term, targeted prgramming that reduces windws fr VE expansin and helps natinal gvernments and lcal cmmunities build preventin capacity



PSITIN SUMMARY

The Senir Prcurement & Lgistics fficer (SPL) will be respnsible fr reviewing verall prcurement prcesses, supervising day t day Prcurement & Lgistics fficers’ (PL) wrk, tracking prcurements f gds and services thrugh the prcurement cycle, ensuring that adequate cmpetitin is achieved fr prcurements, and prviding regular prcurement mentring t staff t supprt prject implementatin. The Senir Prcurement & Lgistics fficer will als be respnsible fr the prject lgistics management.

The Senir Prcurement & Lgistics fficer reprts t the Deputy Chief f Party-peratins.  



PRIMARY RESPNSIBILITIES

Primary respnsibilities include but are nt limited t the fllwing:




  • Implement prcurement prcesses and lgistics peratins fr the prgram including grants, strictly fllwing all rules and regulatins as well as all stipulatins established by USAID, Creative Assciates and Ghanaian law. Rule and regulatins include: 

    • ADS (Autmated Directive System)

    • FAR (Federal Acquisitin Regulatins)

    • CFR (U.S. Cde f Federal Regulatins)

    • AAPD (Acquisitin & Assistance Plicy Directive)

    • Lcal Ghanaian Law



  • Manage/maintain a registry and file system fr prcurements t allw fr efficient dcument and prcess audits. The SPL will ensure that all prcurement files, including prpsals, evaluatins, award dcuments, fficial cntracts and crrespndence, are stred n Creative’s nline prcurement file strage systems n a real-time basis. 

  • Prvide training n prcurement and delivery f gds and services t prgram team, grantees, and beneficiaries as it pertains t established prtcls by the prgram and lcal law. 

  • Crdinate with field PLs t get vendr invices right after gds/service delivery and prcess payments immediately. 

  • Ensure delivered gds and services fr activities and peratins are inspected and match requestrs’ specificatins and gd received ntes/ service perfrmed frms are well filled ut and signed.

  • Prepare peratins mnthly expense prjectins.

  • Supprt PLs t develp and analyze technical specificatins f materials, with cnsideratin fr investment, lss, and assciated value; review and adjust budgets, as needed. 

  • Design and prepare Terms f Reference and/r technical specificatins fr materials, gds, and services, fr cntracts, acquisitins, and prcurements, in cllabratin with the prgram team. Ensure presentatin f sufficient selectin that meets requirements f quality assurance, delivery, and transparency. 

  • Wrk with lcal, natinal, and internatinal vendrs f gds and services t ensure quality, maintain prfessinal distance required t ensure high ethical standards. 

  • Ensure cmpetitive prcurements by attracting ptential vendrs fr the purchase f gds r services either thrugh direct, bid invitatin, r ther mechanisms that ensure high standards f transparency. 

  • Cnduct market research f vendrs in multiple sectrs thrugh Expressins f Interest r Requests fr Infrmatin. 

  • Develp Blanket Purchase Agreements (BPAs) n a rlling basis t update vendr csts. Track nging BPAs, cntracts, and leases. 

  • Designate r participate in evaluatin cmmittees fr prpsals submitted by the varius vendrs, accrding t the slicited terms f reference and regulatins. 

  • Verify quality and quantity f prducts accrding t the cntext and/r needs f the beneficiary, cmmunity, and/r prject.

  • Prcess prcurements accrding t respective rules and regulatins. 

  • Review bid evaluatins frm Prcurement and Lgistics fficers and make sure purchase rders/cntracts are prcessed withut delays.

  • Manage prcurement f cnsultant services.

  • Supprt the Deputy Chief f Party-peratins (DCP-ps) review the peratins prject pipeline

  • Crdinate delivery lgistics with prgram team and/r grantees t btain the required permits including delivery receipts. 

  • Crdinate with PLs t manage vehicle and staff mvements.

  • Day t day track f nging Request Fr Prpsals/Request Fr Qutatins (REP/RFQ).

  • Cmmunicate all delivery schedules crrespnding t grant and peratins prcurements, including the prjectin f related expenses. 

  • rganize regular crdinatin meetings with PLs.

  • In clse cllabratin with the (DCP-ps) and PLs, manage all cnstructin related activities

  • Verify deliverables are cmplete and dne in a timely manner. 

  • Inventry Management: Respnsible fr maintaining inventry and prducing accurate inventry reprts in line with Creative and dnr plicies.

  • Vehicle Management: Crdinate and maintain the ffice fleet management and efficient use f prject vehicles and ther transprt services in supprt f prgram bjectives. Ensure vehicle dcuments (insurance, etc.) are renewed n time.

  • Fuel management: Crdinate with PLs t ensure fuel fr vehicles and generatrs are managed prperly.

  • Travel Arrangements: Crdinate travel bkings fr the state ffice – flights, htel, airprt pick up/drp ff.

  • Arranging regular maintenance f electrical equipment and safety devices.

  • Perfrm ther tasks, as assigned by the DCP-peratins r the Chief f Party. 





Required Skills or Experience



  • University Degree in procurement, purchasing & supplies, management, business administration or related field. 

  • At least 5 years of general work experience with at least 3 years of procurement experience.

  • Prior USAID or other donor experience is highly desirable. 

  • Supervisory and managerial skills required

  • Experience with budgeting and cost analysis.

  • Proficiency with MS Word, Excel, PowerPoint, Outlook, etc. 

  • Strong attention to detail and ability to develop tracking systems. 

  • Strong communication skills and the ability to function well in a team setting. 

  • Written and spoken fluency in English. 

  • Spoken and written French would be an asset.

  • Fluency in one or more of the local languages spoken in Ghana highly desired. 

  • Demonstrated ability to solve challenging and complicated administrative issues.

  • Be proactive and have a sense of initiative

  • Experience of working in a conflict environment is a plus.

  • Must have existing work authorization for Ghana.
