An oil and gas organization has an opportunity for a Deputy Manager, Learning & Development 




  • Job Type: Regional

  • Location: Headquarters, Accra

  • Reports to : Human Resources Manager



 

KEY JOB ACCOUNTABILITIES & RESPONSIBILITIES

Identification and Development of Organizational Capability




  • Initiate, develop and redefine L&D standards,  processes and  tools to meet WAPCo business requirements

  • Develop and maximize strong relationships with sponsors and line Managers to assure L&D programmes are aligned with specific competencies, business priorities and outcomes

  • Analyze competency requirements and coordinate annual development needs assessment with Team Leaders and Learning Link Persons

  • Develop  and monitor annual learning and development plan for all employees

  • Communicate with line managers and supervisors regularly to provide guidance for the development of plans to support employee development.

  • Consult with functional subject matter experts/process owners/line managers to analyze compliance driven needs and functional learning

  • Seek and promote optimum delivery methods for identified learning and monitor their planning, delivery and participation.

  • Actively promote the use of a wide range of formal and informal learning approaches and the use of new learning methods

  • Ensure L&D activity plans are properly documented by managers, vendors, facilitators and employees as needed for compliance requirements

  • Develop guiding Manuals for Learning and Development activities for the Company



Lead in the design and delivery of Learning and Development Solutions




  • Lead in the design and delivery of learning solutions with inputs from all business units across WAPCo

  • Develop and administer WAPCo Learning & Development Budget

  • Endorse the planning and delivery of learning content for all WAPCo business units, leading in the selection of appropriate methodology and required logistics

  • develop/Review learning briefs and interventions for both in-house and external learning activities, in line with WAPCo’s L&D philosophy

  • Responsible for quality control of learning content and delivery in  full compliance with WAPCo requirements

  • Develop learning and training initiatives that create and foster an open and inclusive environment

  • Manage vendor relationships with WAPCo learning providers

  • Review data and measurements on L&D programmes and resources to evaluate learning effectiveness, providing information on Learning Return on Investment (ROI) for management decision making



Manage Leadership Development




  • Provide up-to-date solutions attuned to the latest Leadership and Management development practices/trends across WAPCo

  • Coordinate  leadership and management development pathways and experiences across WAPCo

  • Design and deliver relevant soft skills for all categories of employees

  • Develop and deliver ‘Training the Trainer’ for in house subject matter experts and process owners

  • Coordinate  coaching and mentoring engagements

  • Assess and measure an initial impact Leadership & Management Development initiatives



Knowledge Management




  • Draft  knowledge acquisition and management processes, guidelines and forms

  • Supervise the setup of  basic knowledge management systems to support business processes

  • Examine and review  processes for the transfer of Tacit and Explicit knowledge

  • Examine the design of the work and social environments that encourage and facilitate innovative knowledge creation, and make recommendations

  • Incorporate and coordinate Knowledge Management approaches in support of organizational learning

  • Systemically integrate access to knowledge sharing directly into the organization’s learning and development processes

  • Supervise the usage of relational database systems to assess and propose appropriate uses for current and emerging knowledge management tools and technologies



Supervise the leverage of Learning and Development technologies




  • Continuously integrate e-learning  through digital and blended learning solutions

  • Continuously drive technology options into the WAPCo learning and development space

  • Ensure the availability and usage of the Knowledge Management platform

  • Ensure the availability and usage of the Competency management system

  • Ensure the availability and usage of the Learning Management system



Competency Management




  • Coordinate competency assessments  across the organization

  • Coordinate individual development planning  across the organization

  • Coordinate aligned learning to close competency gaps across the organisation




Required Skills or Experience



  • Bachelor’s degree in  Adult Education, Human Resources Development, Instructional Design, Information Technology,

  • Psychology, Human Resources Management, Engineering, Economics, Health & Safety and any related subject

  • Professional Certificate in Instructional Design, CIPD, ATD or an advanced degree in Adult Education/ Human Resources Development is an advantage.

  • At least 10-14 years post degree experience with a minimum of 5 years supervisory or managerial experience in L&D

  • A solid experience in the implementation of an L&D strategy plus design and delivery of learning-training solutions is required.
