  • Project Name: Feed the Future Ghana Fisheries Recovery Activity




Background


On May 26, 2021, the United States Agency for International Development (USAID) awarded  Tetra Tech the Feed the Future Ghana Fisheries Recovery Activity (GFRA), a 5-year $17.88 million contract to mitigate the near collapse of Ghana’s small pelagic fisheries sector and establish a durable basis for its ecological recovery.


 


To fulfill this purpose, a balanced and strategic approach will be implemented that reduces fishing overcapacity and increases controlled access over Ghana’s small pelagic fisheries sector to encourage ecological sustainability while also enhancing socio-economic well-being and local resilience of artisanal fisherfolk and their communities. GFRA’s five interdependent strategic approaches are:



  • Strategic Approach 1: Align fisheries capacity with ecological carrying capacity of the small pelagic fisheries while enhancing the socio-economic well-being and resilience of artisanal fisherfolk.

  • Strategic Approach 2: Increase the quality and value of artisanal fish products to maintain household income and enhance availability of nutritious foods for local and regional markets.

  • Strategic Approach 3: Strengthen transparency, accountability, and co management in governance practices for fisheries policymaking, regulation, and enforcement.

  • Strategic Approach 4: Strengthen constituencies to promote and implement sustainable fisheries management.

  • Strategic Approach 5: Improve use of science and research for policy and management decisions.



GFRA Strategic Approach 3 partly aims at strengthening the capacity of key constituencies including the National Fisheries Association of Ghana (NAFAG) as a key mouthpiece for the recognition of views and opinions of fishers and fishing businesses in policy planning and decision making. NAFAG is made up of the Ghana Tuna Association (GTA), Ghana Industrial Trawlers Association (GITA), Ghana Inshore Fisheries Association (GIFA), Ghana National Canoe Fishermen Council (GNCFC) and the National Inland Canoe Fishermen Council (NICFC). GFRA is currently supporting NAFAG to finalize their draft constitution, organize an Annual General Meeting to adopt the constitution and elect a new Executive Council to steer the affairs of NAFAG. 


 


Objective/Purpose of the SOW


The purpose of this assignment is to support NAFAG to restructure, transform the Association and position NAFAG to become more functional, active, and relevant to the needs of the fishing industry in Ghana. NAFAG has initiated a process to draft a constitution and develop financial and administrative materials for the management of the Association. GFRA requires the services of a Consultant to support and finalize this process within the specified time frame. 


 


Scope of Work/Activities/Tasks


The Consultant will develop and use appropriate procedures and methods to conduct this assignment.  Specifically, the Consultant will undertake the following tasks:



  1. Finalize the draft NAFAG Constitution for its adoption in an Annual General Meeting

  2. Develop an appropriate organogram for the effective operationalization of NAFAG and

  3. Develop Standard Operating Procedures (SOP), financial and administrative materials for the management of NAFAG.

  2. Finalized NAFAG Constitution

  3. A working Organogram

  4. Standard Operating Procedures (SOP) for NAFAG namely Board Charter, Administrative Manual, Financial and Accounting Manual, Strategic Plan and Communication Plan



Schedule


The estimated level of input for this assignment shall not be more than thirty-five (35) days from date of award until June 30, 2023. The allocation of the days for the various activities is indicated in the table below.


 


Technical coordination


Heather D’Agnes  and Godfred Ameyaw Asiedu will coordinate this Scope of Work and approve consultant deliverables prior to full payment.

Required Skills or Experience


The suitable candidate should have some or all of the following qualifications: 



  • At least a master’s degree in Management, Development Planning, Business Administration, Economics, or related field 

  • Experience with USAID Projects, particularly relating to the “Feed the Future” initiative will be an advantage. 

  • Experience in Organisational Development 

  • Experience in Adult Facilitation Skills and Capacity Building 

  • Experience in the use of participatory training delivery methodologies 

  • Strong report writing skills in English 

  • Strong inter-personal and cultural skills 

  • Fluency in English and any of the Coastal regional dialects will be an added advantage
