Management Sciences for Health, Inc. (MSH) is a non-profit organization engaged by the Bill & Melinda Gates Foundation to implement the Primary Health Care Performance Management (“PHCPM”) project. MSH’s approved award includes funds to engage a partner to support and incentivize districts to use actionable and visible data for process planning and improvement of primary health care (PHC) systems and service provision among public facilities.  Working in two selected districts,1 we will partner with District Health Management Teams (DHMTs) and local, non-governmental technical assistance (TA) providers to map, define, and identify essential PHC system data, develop routine data systems for timely collection and review of PHC system data; and enhance regular business planning.

Subject: Call for Expressions of Interest for a Performance Improvement Technical Assistance Provider at the District level in Ghana 



 



Management Sciences for Health, Inc. (MSH) is a non-profit organization engaged by the Bill & Melinda Gates Foundation to implement the Primary Health Care Performance Management (“PHCPM”) project. MSH’s approved award includes funds to engage a partner to support and incentivize districts to use actionable and visible data for process planning and improvement of primary health care (PHC) systems and service provision among public facilities.  Working in two selected districts,2 we will partner with District Health Management Teams (DHMTs) and local, non-governmental technical assistance (TA) providers to map, define, and identify essential PHC system data, develop routine data systems for timely collection and review of PHC system data; and enhance regular business planning.   



 



Objectives: 



Over the course of the PHCPM project, we will document lessons learned, best practices, and longitudinal data (common indicators over time to see improvement) across countries. This will be achieved through the following objectives with the goal of improving health outcomes through improved PHC system performance: 




  • Objective A: Support DHMT to collect routine and essential operational and cost data at a facility level. 

  • Objective B: DHMTs regularly review PHC system data and implement improvement processes (PDSA or similar methodology). 

  • Objective C: Global learning from local operational data, performance management, and PHC system improvement. 



 



In Ghana, MSH will work with the PI District TA provider which will be responsible for the following: 




  • Support learning agenda and information gathering activities in collaboration with the MEL TA provider and DHMTs in order to inform implementation. 

  • Strengthen the capacities of DHMTs to lead and manage analytical and review processes and implement data use and quality improvement processes (PDSA or similar methodology). 

  • In collaboration with the MEL TA provider, support quarterly supervision and data collection of quality PHC measures in facilities and catchment areas by supporting DHMT and other district level health actors to conduct quarterly supportive supervision to track progress on quality improvement efforts. 



 



 



Anticipated Period of Performance: July 1, 2023 – April 30, 2025 



 




Required Skills or Experience


Expected Qualifications 




  1. Demonstrated experience with implementing PDSA/quality improvement cycles with governmental entities in Ghana in the health sector 

  2. Organizational experience working in the health sector of Ghana, particularly at the district level 

  3. Ability to hire, train, and supervise TA providers/coaches in selected districts
