Job Description REQUEST FOR PROPOSALS FOR CONSULTANCY SERVICES FOR FACILITATION AND TRAINING OF DAs TO PREPARE WASH INVESTMENT PLANS AND MARKETING PLANS FOR 12 DAs IN UPPER WEST, UPPER EAST, OTI AND SAVANNAH REGIONS Background Global Communities is implementing the USAID/ Enhancing WASH Project in Oti, Savannah, Upper East, and West and North-East targeted regions of Ghana. The Enhancing WASH activity aims to facilitate access to and use of sustainable water, sanitation, and hygiene services and products in target districts of northern Ghana. Employing a system strengthening approach, successful implementation of the Enhancing WASH activity will achieve the following results: 1. GoG (MSWR and MMDAs) efficiently and effectively plans, budgets, implements, and monitors water and sanitation services. 2. GoG and other actors improve the enabling environment for private sector participation in the WASH sector. 3. Citizens adopt and sustain improved WASH practices; and 4. WASH service providers adopt improved management, operational and finance models As part of the project’s implementation strategies to support Objective One above, Global communities is seeking to engage the services of a consultant to carry out training of 12 Municipal and District Assemblies and facilitate the preparation of WASH Investment Plans and Marketing Plans for the WIP and final integration of the WIP into Annual Action Plans and subsequently into the next Medium Term Development Plan. The Assignment The assignment involves training, guiding and facilitating key Assemblies staff from 12 DAs to collect and analyse WASH data and prepare WASH investment Plans and their accompanying marketing plans to draw the private sector and other stakeholders into partnerships for improving WASH. The tasks involve building the capacity and guiding selected relevant staff of the DAs to prepare data collection plans and its accompanying budget, analyse the data and prepare a WASH Investment Plan (and budget) for the district with its accompanying marketing plan. The consultant is expected to guide Das to eventually integrate their WASH Investment plans into the ensuing Annual Action Plan and later into the next Medium-Term Development Plans.
