Job Description


The Country Health Information Systems and Use (CHISU) is a JSI led 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The program works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment for health information management and strategic planning to improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of the country’s own health trends and priorities. 

 


In Ghana, CHISU engages in activities at the national and sub-national levels that contribute to an effective rollout of integrated DHIMS2 eTracker modules, including the MCH/FP modules AND complementing current work in the Ghana Health Service (GHS) and undertaking with other USAID-funded mechanisms. The training activities at subnational levels targets Health Information Officers, Disease Control Officers, Surveillance officers, Community Health Officers and facility Data Focal Points.  These activities will also contribute to sustaining a reliable DHIMS2 eTracker server system, improved data security, and increased capacity for systems maintenance and facilitating front end, design, and back end capacity development. 


 


Job Summary


The Regional Technical Officer (RTO) will facilitate and /or provide CHISU’s technical and logistics support to the sub-national level in their assigned regions. This support includes data quality improvement, surveillance alignment, and the roll out of eTracker.  S/he shall work closely with the Regional Health Information Officers, Disease Control Officers, Regional Malaria Focal persons, and District Directors of Health Services. The RTO reports administratively to the Resident Advisor and works closely with the Data Analyst, Health Informatics Officer and the IT Specialist of CHISU in Ghana.

The Positions will be based in: Ashanti, Northern, Bono East and the Western-North Regions.


 


Responsibilities


The Regional Technical Officer, in collaboration with RHMT s and DHMT s, will:



  • With the support of CHISU Senior Data Analyst, provide technical and logistics support to all data quality initiatives in the health facilities.  

  • Provide technical support to District desktop data reviews, District Data Validation and verification meetings and follow on capacity development at the facility level. 

  • Support the development and use of data analytic tools and processes that improve the generation of information products to understand barriers to coverage, access and quality of health malaria care service (e.g., data visualizations, dashboards, GIS maps) and promote their adoption.

  • Facilitate data use for decision making by the sub national level especially at the district and sub district levels. 

  • Support, coordinate and monitor the implementation of CHISU’s subnational level capacity development activities in digitizing the Integrated Disease Surveillance and Response system.

  • Support the planning and implementation of eTracker training activities in assigned regions. 

  • Monitor the use of eTracker and any operational challenges and report same 

  • Engage with stakeholders such as implementing partners, donors, and GHS health programs to facilitate post etracker roll out review meetings in assigned regions. 

  • Report on all CHISU activities at the regional level to the Resident advisor 




Required Skills or Experience



  • At least a Bachelor's degree in a relevant field (e.g., Public Health, Health Informatics, Statistics, Epidemiology, Information Systems, Computer Science) with 3 years’ experience in monitoring, evaluation, and learning

  • 5 years working experience with Ghana Health Service is an added advantage

  • Experience working with Malaria tools and large datasets is an added advantage.

  • Competencies and Skills 

  • Strong experience with implementing the Ghana Health Service Health Information Management Standard Operating Procedures (SOP) is required.

  • Strong analytical and evaluation, critical thinking, and problem-solving skills with a keen attention to detail is required.

  • Familiarity with the Ghana Health Service data management and reporting systems is required.

  • Knowledge of Ghana Health Service malaria case management variables, indicators, and data collection and reporting tools is highly desirable.

  • Proficient in the use of DHIS2; DHIMS2 will be an advantage

  • Demonstrable experience with using online data collection tools such as ODK Collect, Kobo Collect, Magi Pie, and DHIS2 Tracker is required. 

  • Advanced skills in Microsoft Office Excel, PowerPoint, and Word are required. MS Access will be an advantage.

  • Demonstrable proficiency in data analysis tools such as Stata, SPSS, and familiarity with data visualization tools (e.g., MS Excel PivotChart, Tableau, Power BI) is highly desirable.

  • Advanced level skills in data collection, data cleansing, data wrangling, and data manipulation are required.

  • Excellent communication skills to convey complex data insights to non-technical stakeholders required.

  • Experience with microteaching, microplanning, coaching, and concept knowledge translation.

  • Must be a team player.
