Job Description


Job Purpose




  • The incumbent is responsible for coordinating all aspects of Emergency response procedures and systems on site, whilst ensuring statutory compliance is upheld. 

  • Coordinating the site Mines Rescue Teams to ensure that the minimum legislated manning and competencies are developed and maintained and also be responsible for discharging the legal obligations of the Fire Officer and coordinating the maintenance of Mines Rescue and Fire equipment on site.



Primary Accountabilities (Duties & Responsibilities)




  • Coordinates all CNML day-to-day emergency planning activities.

  • Coordinates the review and update of the Emergency Response Plan to assure that it is consistent with the CNML response objectives and legal requirements.

  • Develops and presents training to employees on emergency response topics such as basic firefighting & fire drill procedures and evacuation.

  • Plans, designs, and executes emergency response drills and desktop exercises.     

  • Assists in maintaining readiness of emergency operations facilities, equipment, and personnel; checks, maintains, and stocks emergency equipment at the Response Centre.

  • Partake in investigation where the rescue team were involved in rescue and/or recovery.

  • Serves as liaison for mutual assistance with Ghana National Fire Service and other rescue Agencies.

  • Coordinates routinely with the District/Regional Fire Service on emergency preparedness and mutual support as needed, and acts as the CNML point of contact during emergencies.




Required Skills or Experience






























Minimum qualification (s)



 




  • Qualifications in Emergency Management or relevant discipline desirable, e.g., Degree or Diploma in Fire Safety or Engineering or related field 

  • Valid first aid certificate from a recognized institution, e.g., Red Cross, St. Johns Ambulance

  • Valid Ghanaian Driver’s license Class D with more than 5 years driving in the extractive industry.

  • Minerals Commission Senior HSE Certificate of Competence is a must.



Experience (Minimum)




  • Minimum of 8 years’ experience in surface Mine Rescue



Knowledge (In-depth)



 




  • Experience in development of emergency preparedness and response plans

  • Experience in fire extinguishing systems (Fire suppression systems, Fire tender management, fire detection systems etc.)

  • Possession of NFPA Certified Fire Protection Specialist (CFPS) or other recognized certification is a plus.

  • Minerals Commission Underground Mine Rescue Certificate is a plus.

  • Experience in High angle rescue is a must.

  • Experience in HAZMAT incident response

  • Experience in medical response and evacuation

  • Sound information monitoring and management skills 

  • Sound planning, organizing and prioritizing skills.

  • Strong computer skills including Microsoft Word, database management.

  • Ability to write clear, concise, and well‐reasoned correspondence, procedures, reports, as well as concise, and informative presentations.

  • Ability to establish and maintain cooperative working relationships with co‐workers, outside agencies, and the public.

  • Ability to interact and communicate clearly, tactfully, and effectively with employees, regulatory authorities, consultants, and the public.
