Section 1: Introduction: The five-year West Africa Cashew Project (PRO-Cashew), funded by USDA and implemented by Cultivating New Frontiers in Agriculture (CNFA), will focus on cashew producers in Benin, Burkina Faso, Côte d’Ivoire, Ghana and Nigeria. In addition to helping growers increase production capacity and nut quality, the project will work to develop incentives to renovate and rehabilitate cashew farms and create a more competitive West African raw cashew nut for the international market. More specifically, PRO-Cashew will implement activities to achieve the main results, as outlined below: 



  • Increase productivity and efficiency of farmers in the cashew value chain through improving crop quality; rehabilitating and renovating orchards; strengthening the capacities of cooperatives and producer organizations, nursery systems and input suppliers.

  • Boost trade of cashew by improving harvest and post-harvest techniques, addressing gaps in data collection, analysis and dissemination; supporting supply chain linkages between farmers and agro-food companies, and encouraging harmonized market driven regional policies.



As part of project activities, the PRO-Cashew Project will be procuring personal protective equipment (PPEs) to support the Ministry of Food and Agricultural (MOFA) carry out the project activities during rainy seasons. The PPEs will support the district directors of MOFA and the Agricultural Extensive Agents (AEAs) during this rainy season. Also to procure security boots for CNFA staff to carry out field activities..


 


Offerors are responsible for ensuring that their offers are received by CNFA in accordance with the instructions, terms, and conditions described in this RFQ. Failure to adhere with instructions described in this RFQ may lead to disqualification of an offer from consideration.


 


CNFA will consider proposals in response to this RFQ from Independent Consultants and Firms who deal with the provision of these items. 


 


Section 2: Offer Deadline and Protocol: Offers must be received no later than 5pm, local time, on 3rd  August,2023. Offers must be submitted by email or hard copy delivery to the PRO-Cashew Project office. Any emailed offers must be emailed to [email protected]. Any hard copy deliveries must be stamped and signed by the offeror’s authorized representative and delivered to the PRO-Cashew office located at CNFA-Ghana /PRO-Cashew Project, 34 Boundary road East Legon-Accra


 


Please reference the RFQ number in any response to this RFQ. Offers received after the specified time and date will be considered late and will be considered only at the discretion of CNFA. The cover page of this solicitation summarizes the important dates of the solicitation process. Offerors must strictly follow the provided deadlines to be considered for award. 


 


Section 3: Questions: Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than 5pm local time on 31st July, 2023 by email to PRO-Cashew Procurement  at [email protected]. Questions must be submitted in writing; phone calls will not be accepted. Questions and requests for clarification—and the responses thereto—that CNFA believes may be of interest to other offerors will be circulated to all RFQ recipients who have indicated an interest in bidding.


 


Only the written answers issued by CNFA will be considered official and carry weight in the RFQ process and subsequent evaluation. Any verbal information received from employees of CNFA or any other entity should not be considered as an official response to any questions regarding this RFQ.

Delivery time (after receipt of order): applicant will be evaluated based on the delivery timeline and logistic to determine the calendar days required to deliver this goods/service. The applicant should demonstrate the ability and the technical capacity to deliver the best service in the industry best practices to achieving this mission. 



Section 5: Quotations: Quotations in response to this RFQ must be priced on a fixed-price, all-inclusive basis, including delivery and all other costs. Offerors are required to submit proposed payment terms and payment schedule if applicable. Failute to submit proposed payment terms may lead to disqualification of an offeror from consideration. Pricing must be presented in local currency of the targeted country.  Offers must remain valid for not less than thirty (30) calendar days after the offer deadline. Offerors are requested to provide quotations on official letterhead in the format provided in Section 4 – Technical Requirements. 



Best-offer proposals are requested. It is anticipated that award will be made solely on the basis of these original proposals. However, CNFA reserves the right to conduct any of the following:



  • CNFA may conduct negotiations with and/or request clarifications from any offeror prior to award;

  • While preference will be given to offerors who can address the full technical requirements of this RFQ, CNFA may issue a partial award or split the award among various suppliers, if in the best interest of the Pro-Cashew Project;

  • CNFA may cancel this RFQ at any time.



Please note that if there are deficiencies regarding responsiveness to the requirements of this RFQ, an offer may be deemed “non-responsive” and thereby disqualified from consideration. CNFA reserves the right to waive immaterial deficiencies at its discretion.


 


Section 7: Payment and Award: The award will be awarded to the offeror whose quotation represents the best value to the Project. Award will be issued only to the entity which submits a proposal in response to this RFQ. CNFA will not issue an award to different offerors, entities, or third-parties other than the selected offeror(s). Any award and payment resulting from this RFQ is anticipated to be in the form of a Purchase Order. This award is subject to the PRO-Cashew Project’s terms and conditions as stipulated in Annex 03


 


Section 8: Offer Format Instructions: All proposals must be formatted in accordance with the below requirements:


 


(a) English language only for Ghana and Nigeria 


(b) Include the individual/agency/organization name, date, RFQ number (RFQ_GHA_07-006/2023), and page numbers as a header or footer throughout the document.


(c) The Technical Offer must be in the format provided in Section 4.  


 


A full offer will include the following documents:


(a) An offer checklist (Annex 01).


(b) A cover letter on company letterhead, signed by an authorized representative of the offeror (Annex 02).


(c) A complete Technical Offer in response to the evaluation criteria in Section 4 and in the format provided in Section 4.


(d) A copy of the offeror’s business license, or, if an individual, a copy of his/her identification card.




Required Skills or Experience


Section 6: Evaluation: The award will be made to a responsible offeror whose offer follows the RFQ instructions, meets the eligibility requirements, and is determined via a trade-off analysis to be the best value based on application of the below evaluation criteria. Best value determination will consider both technical and financial proposals, i.e., the best approach and anticipated results in combination with a reasonable cost. Proposed costs must reflect and clearly match the degree of sophistication of the technical approach. The relative importance of each individual criterion is indicated by the number of points below:



  • Technical Capacity: Meets or exceeds the technical specification in the solicitation listed under Section 4: Technical Requirements

  • Past Performance: Minimum of 2 years’ experience in printing and designing of t-shirts and printing of banners.

  • References: at least 3 referees who you have provided services to in the past.

  • Delivery Timeline: Must deliver within 15 working days after signing the Purchase Order

  • Warranty: At least one yearwarranty and after sales services
