USAID/GHANA STRENGTHENING ACCOUNTABILITY IN GHANA’S EDUCATION SYSTEM (SAGES) SYSTEMS STRENGTHENING ACTIVITY


led by CARE in consortium with AfriKids, Community Development Alliance (CDA), Crown Agents, Ghana National Education Campaign Coalition (GNECC), and School for Life.




  • Job Title: MEAL Coordinator                    

  • Duty station: Tamale, Northern Region              



The MEAL Coordinator will support the MEAL Specialist in managing the SAGES Systems Activity MEAL platform and will collaborate with the Knowledge Management and Learning Manager to ensure that the Activity generates and shares knowledge to enhance accountability in Ghana’s education systems. S/he will also work in collaboration with all the MEAL staff of implementing partners in all four regions (Northern, Northeast, Upper East and Upper West Regions) in the USAID Zone of Influence (ZOI) to harmonize data collection and management, collaborating, and adaptive management. The MEAL Coordinator will support SAGES System Strengthening Activity M&E data collection, management, and reporting activities. Overall, the MEAL Coordinator will assist the Activity to meet its monitoring, evaluation, and learning requirements at all operational levels within the 17 Districts in the ZOI.



The MEAL Coordinator will report directly to the MEAL Specialist.



KEY RESPONSIBILITIES OF THE ROLE




  • Developing and Maintaining an Enabling Environment for Robust MEAL

  • Developing good working relationships with partner M&E staff at the ZOI to ensure that MEAL remains a high priority of the SAGES Systems Strengthening activity.

  • Develop data collection guidelines, instruments, and standards to ensure that the instruments and standards are used to collect relevant data for the SAGES Systems Strengthening MEAL system.

  • Support planning, logistics, and coordination of SAGES SSA consultants and technical assistance visits as required.



Building Staff Capacity in MEAL




  • Design and lead M&E training programs, based on the SAGES Systems Strengthening Activity’s monitoring, evaluation and learning plan.

  • Provide hands-on technical assistance to staff in designing, monitoring, evaluation, learning and reporting to the CARE, USAID, and government of Ghana education partners.

  • Design, develop and implement a strategy in line with the SAGES Systems Strengthening Activity to support activity staff and partners in MEAL related activities.

  • Support training or orientation for stakeholders on data collection and monitoring activities.



MEAL Technical Support




  • Ensure data quality based on CARE and USAID standards and facilitate data use by stakeholders at all levels as required. MEAL Coordinator

  • Develop MEAL calendars, work plans, tracking tools, etc., to enable effective monitoring of the responsibilities of the Regional MEAL Coordinators and holding regular meetings with partner MEAL team members.

  • Support SAGES Systems Strengthening Activity monitoring, evaluation and learning activities such as planning of MEAL training activities, data collection at all levels, data cleaning, storing of data, generation of reports, and monitoring of implementation of all SAGES SSA activities including MEAL and FOI.

  • Ensure that accurate and complete monitoring, evaluation, and data collection, storage systems, records, and files are set up, maintained, and updated in the Activity’s database.

  • Provide accurate data to the MEAL Specialist to ensure adherence to SAGES SSA Activity Monitoring, Evaluation, and Learning Plan (AMELP)

  • Provide support to ensure that lessons learnt from monitoring and evaluation activities are effectively fed back to inform adjustments and improvements in SAGES SSA M&E approaches, scale-up, and delivery.

  • Co-author reports and review external independent evaluation as needed.

  • Substantial knowledge of the USAID project cycle (ADS 201) is required.

  • Support the Knowledge Management and Learning Manager with data reports for communication and dissemination of lessons at the community, school, district, and regional levels.






Required Skills or Experience


Knowledge



XLSForm design for ODK Central/Kobo Toolbox, STATA/SPSS, and knowledge in qualitative data analysis software such as Dedoose, NVIVO, or Atlas.ti Knowledge in Power BI will be an added advantage.



Experience




  • Experience in USAID monitoring, evaluation and learning policies and guidelines is required.

  • Experience in managing and working with implementing partners is desired.



Skills




  • Detail oriented and skilled at data analysis and report writing.

  • Demonstrated experience in Excel, Word, Teams, and Outlook

  • Proven ability to manage and provide training and support on MEAL processes and digital tools to relevant project stakeholders.

  • Demonstrated knowledge of the structure of the Ghana Education System and the MOE EMIS system.

  • Strong cross-cultural skills and cultural sensitivity.

  • Excellent oral and written communication skills; excellent demonstrated interpersonal skills.



Education




  • A minimum qualification of bachelor’s degree in Social Sciences, Statistics, or Development Planning/Studies with 5 years’ experience in managing monitoring and evaluation in a complex environment, or

  • Master’s Degree in the Social Sciences, Development Studies, Education, or similar qualifications with at least 3 years experiences in managing donor funded monitoring and evaluation system
