BACKGROUND OF THE PROJECT



The purpose of the Ghana Fisheries Recovery Activity (GFRA) is to prevent the collapse of the small pelagic fishery sector in Ghana while improving the supplemental livelihoods, resilience, and food security. This activity seeks to improve supplemental livelihoods and resilience measures for fishing communities, particularly for women and youth; facilitate private sector engagement and market linkages in the fishing sector; strengthen government capacity in policymaking, regulation and enforcement; strengthen improved science and research, including data for policy and management decisions; and empower key stakeholders to effect change.



MAIN RESPONSIBILITIES AND TASKS



Under the responsibility of the Grants and Subcontract Specialist, to whom he/she will report, the Grants and Subcontract Assistant will have the following responsibilities:



Grants (70%)




  • Assist the Grants and Subcontract Specialist in administering the grants program in accordance with the Grants Manual, Tetra Tech standard processes and relevant federal regulations.

  • Ensure sound file management and that grant documentation is complete following Tetra Tech’s filing policy. 

  • Support the Grants and Subcontracts Specialist in coordinating with the project team for annual planning to ensure the grant program technical objectives are clearly defined and estimated timelines for solicitations are appropriate.

  • Assist in the development and issuance of solicitations.

  • Assist in convening and facilitating Review and Evaluation Committee (REC) process by documenting discussions and notifying applicants of status of their applications.

  • Conduct pre-award risk assessment with the Grants and Subcontract Specialist and Technical team; carry-out due diligence search for recipients and its employees using Tetra Tech’s Anti-Terrorism Verification portal; and ensure recipients have Unique Entity Identifier prior to award.

  • Support the review of applicant budget estimates for allowable costs, reasonableness and allocability.

  • As and if needed, participate and assist with the grant monitoring and compliance checks.

  • As assigned by the Grants and Subcontract Specialist, receive grant milestones and distribute to appropriate staff for review; review financial report and supporting documentation coordinate with the recipients to ensure milestones are satisfactorily completed; and assist in the facilitation of payment to recipients.

  • Maintain Grant Tracker to ensure it contains the most up to date information on grant award status, grant amounts, and grant payments.

  • Create Salesforce records for grant solicitations, applicants, recipients and deliverables.

  • Assist the Grants and Subcontract Specialist to close out grants in accordance with the grant manual procedures and policies.

  • Perform other duties as assigned by the Chief of Party, Director of Admin and Finance and Grants and Subcontract Specialist to support project objectives.



Subcontracts (30%)




  • Create and maintain Salesforce records for subcontracts recipients and deliverables. Ensure all records are compliant on Egnyte and SalesForce.

  • As assigned by the Grants and Subcontract Specialist, receive subcontract deliverables, and distribute to appropriate staff for review; review financial report and supporting documentation, coordinate with the recipients to ensure deliverables are satisfactorily completed; and assist in the facilitation of payment to recipients.

  • Maintain continuous updates of the Subcontract Tracker and ensure it contains the most up to date information on subcontract payments.




Required Skills or Experience



  • Experience: Minimum of 2 years’ experience in accounting, administration, or equivalent position. Experience working in a similar position for an international organization is preferred.

  •  University degree in accounting, finance, business administration, or other relevant discipline.

  •  Professional-level English – both written and verbal communication skills.

  • Good interpersonal skills; strong organization skills and ability to work independently, assess priorities and manage a variety of activities with attention to detail.
