 Development of a Gender-Transformative and Inclusive Labour Laws and Rights Sensitization Toolkit

INNOVATION IN NON-TRADITIONAL VOCATIONAL EDUCATION AND SKILLS TRAINING (INVEST) PROJECT


 


The Innovation in Non-traditional Vocational Education and Skills Training (INVEST) project is a 5-year project (2020-2025) funded by Global Affairs Canada and implemented by World University Service of Canada (WUSC). The INVEST project’s gender equality and social inclusion (GESI) strategy outlines how the project will respond to women’s strategic interests and practical needs so that gender gaps and inequities are adequately addressed and eliminated where possible. The strategy builds on the INVEST project’s mandate to build sustainable pathways to enhance economic empowerment, wellbeing and inclusive economic growth for urban poor young women in Ghana. INVEST directly targets 5,000 urban young women living in poverty between the ages of 18-35 in the three largest urban areas in Ghana: Accra, Kumasi and Sekondi-Takoradi. The project will test and scale innovative, sustainable models to improve the enabling environment, reduce gender-specific barriers to women’s economic participation, and enhance equitable access to decent work for marginalized women in high-growth, non-traditional sectors. Using an inclusive market systems (IMS) approach, the project will INVEST in young women, institutions, and the labour market system of high-growth sectors to achieve transformative change that is gender-transformative, inclusive, sustainable, and scalable. 

 


RATIONALE AND APPROACH


The rationale for this assignment is to develop a simplified but comprehensive Labour Rights Toolkit with illustrations/animations that would increase information available to industries, training institutions and communities on labour laws, workplace rights in general and sexual harassment in particular. Knowledge of labour laws and workplace rights, especially women’s rights, is limited in most workplaces, discouraging women's participation, especially in non-traditional trade areas. This was revealed in the INVEST GESI formative research conducted at the project's onset. According to the research, processes and mechanisms to uphold women’s rights in the workplace by employers were generally not strong enough to attract and retain women in non-traditional occupations. The INVEST project gender analysis found that young women in non-traditional trade areas were exposed to sexual harassment and physical, verbal and psychological violence, with sexual harassment being the most cited among focus group participants. Sexual harassment, sexual violence and domestic abuse are not uncommon in Ghana, and consultations with partners indicated that the authorities (such as the Domestic Violence and Victim Support Unit of the Ghana Police Service - DOVVSU) mandated by the government to address incidents of SGBV are often ill-equipped to do so. Statistics in Ghana indicate that 33–37 % of women have ever experienced domestic violence in the form of intimate partner violence in their relationship. In schools, research has shown that 14% and 52 % of girls are victims of sexual abuse and gender-based violence, respectively.  


 


WUSC seeks to deliver and raise awareness on labour laws, workplace rights in general, and sexual harassment in particular in industries and training institutions to strengthen the capacities of employers and employees on in-house mechanisms for identifying, reporting, and tackling issues of sexual harassment and other forms of abuse through creating a gender-sensitive and inclusive supportive and confidential environment for receiving and addressing rights violations. WUSC  


developed the labour rights/laws training module, which was used to strengthen the capacities of representatives from selected TVET training institutions and industries to be trainers in labour laws in their various workspaces. The simplified toolkit is to enable the trainers to carry out step-down training and sensitization in their various industries and training institutions with ease.  


 


WUSC believes this will promote the creation of a conducive and enabling environment to increase women’s interest and participation in the workplace to advance gender equality, diversity, social inclusion and the economic empowerment of women.  


 


The INVEST project Gender Equality and Social Inclusion Strategy outlines how the project will respond to women’s strategic interests and practical needs so that gender gaps and inequities are addressed. 


 


Therefore, as part of the project’s approach to improving the ability of women to access decent work (both formal and informal), WUSC will raise awareness of labour laws, workplace rights in general, and sexual harassment in particular through delivering capacity-strengthening capacity sessions to promote equal rights and decent work opportunities for young women. 


 


ABOUT THE ASSIGNMENT


WUSC Ghana seeks to hire a consultant to develop a simplified gender transformative and inclusive labour rights and laws toolkit. This toolkit will be used for sensitization of those working in various industries and training institutions to raise awareness on labour laws, workplace rights and sexual harassment to create conducive and enabling environments to encourage female youth’s and women's participation in non-traditional trades.

 


KEY ACTIVITIES


The specific tasks of the scope of work include:



  • Review available labour rights and laws documents for relevant information to support the development of the toolkit. 

  • Review project-level knowledge products such as the labour rights and labour laws training modules developed by WILDAF, the INVEST GESI strategy, GESI Analysis Reports, and any other relevant documents for additional information.

  • Develop an easy-to-understand interactive, user-friendly, and simplified version of the gender-responsive and inclusive labour laws and rights toolkit that would be used in industrial, institutional and community sensitization settings.

  • Work with a WUSC-identified graphic designer to develop visual animations and illustrations to be included in the toolkit for clearer understanding in both print and online versions.

  • Work with the INVEST project GESI Advisor to ensure that reviewing labour laws and rights toolkit is user-friendly and practical. for all partners and stakeholders in the various sectors of operations. 



DELIVERABLES



  • Inception report outlining consultant’s understanding of the assignment, clear objectives and expected outcomes, detailed work plan with key deliverables.

  • Inception meeting with WUSC staff to review and refine objectives, outcome, timelines as needed.

  • A simplified gender-transformative and inclusive labour law sensitization toolkit designed to enhance the knowledge of employers, employees, instructors, students and community members on labour laws in the various sectors of operation. 

  • A slide deck summarizing key areas of the gender-transformative and inclusive labour rights and laws toolkit. 



WUSC ROLES AND RESPONSIBILITIES



  • To provide relevant documentation and answer the Consultant's questions throughout the period of the mandate.

  • To mobilize a graphic designer to support the consultant with integrating gender-neutral, inclusive, and culturally appropriate animations and  to be included in the toolkit.  

  • To provide the Consultant with feedback/comments on the various documents produced, according to the approved work plan.

  • To provide the Consultant(s) with any support deemed necessary to accomplish this mandate.

The contract period is for 14 days from November 27, 2023 to January 15, 2024. Estimated contributions expected in working days will be determined in consultation with the selected candidate(s). Required Skills or Experience


The consultant is expected to have:



  • Postgraduate qualifications in human rights, law, or a discipline relevant to this assignment with a minimum of 5 years of work experience.

  • Expert knowledge in international human rights treaties,  labor laws, workplace rights, and the constitution of Ghana.  

  • Demonstrated experience in working for the inclusion and  protection of women’s rights to advance gender equality

  • Demonstrated experience in the development of labor rights  modules and toolkit  for stakeholder's training and sensitization
