Job Description



  • Job Title: Field Office MEAL Coordinator

  • Department: Monitoring and Evaluation

  • Location: Country - To Be Specified

  • Supervisory Relationships:

    • Managerial Reporting: Reports to the Country Director at the field office.

    • Technical Reporting: Reports to the Monitoring and Evaluation team at Qatar Charity Headquarters (QCHQ).





 



Job Purpose



The MEAL Coordinator is integral to advancing Qatar Charity's mission by developing and implementing comprehensive monitoring, evaluation, accountability, and learning strategies. This key role aims to increase the effectiveness and impact of Qatar Charity's humanitarian and development initiatives within the designated country.



Core Responsibilities




  1. Policy Application and System Development:


    • Implement and enhance Qatar Charity's policies, systems, and tools for Monitoring and Evaluation, accountability, and learning.

    • Manage monitoring, evaluation, and learning processes for projects and programs.



  2. Strategic Management and Oversight:

    • Monitoring and Evaluation, accountability, and learning processes.

    • Provide actionable insights to headquarters based on field data analysis.



  3. Program Support and Capacity Building:

    • Develop Qatar Charity’s programs, ensuring continued organizational excellence.

    • Collaborate with staff, partner NGOs, and stakeholders.

    • Analyze data, compile reports, and share findings from surveys and assessments.

    • Update program monitoring frameworks and indicators.



  4. Sectoral Intervention and Accountability:

    • Oversee new sectoral interventions and perform needs assessments.

    • Uphold accountability principles and manage compliance with organizational frameworks.



  5. Learning and Development:

    • Promote a learning culture and reflection within the organization.

    • Organize and conduct studies, assessments, and learning initiatives.

    • Advise on and support the development of MEAL systems.

    • Mentor MEAL staff, supporting their development through recruitment, induction, and performance management.





Training and Professional Development




  • Essential Training: Project management, MEAL, data analysis, and report writing.

  • Ongoing Development: Focus on results-based management, needs assessment, project proposal development, and effective program/project monitoring.



Reporting and Coordination




  • Internal: Work closely with the Country Management Team, Program Managers, and Project Officers.

  • External: Liaise with donors, NGO partners, and community organizations.

  • Reporting: Maintain a balance between managerial and technical reporting lines.




Required Skills or Experience



  • Educational Background: University degree in Social Sciences, Statistics, Development Studies, or a related field.

  • Experience: Minimum experience of 5 years in humanitarian and/ or development programs/ projects, preferably in monitoring and evaluation.

  • Competencies:

    • Proficiency in both quantitative and qualitative research methods.

    • Fluency in English and Arabic (for English speaking countries), French and Arabic (for French speaking countries).

    • Advanced skills in computer applications (MS Office, SPSS, EPI-Info, STATA, Kobo, Power BI, Microsoft Forms, etc.).

    • Strong interpersonal, teamwork, leadership, and coordination skills.



  • Travel Requirements: Regular and sometimes short notice travel to field office locations.
