Senior Technical Advisor

JOB SUMMARY



The Senior Technical Advisor will work in close collaboration with the Chief of Party and the project’s technical staff to provide strategic inputs to the project’s activities. In collaboration with the Activity's Strategic Information Advisor, they will monitor activity results and will be responsible for ensuring that the activity provides high-quality technical services; meets its annual targets; and maximizes positive outcomes.



This position is contingent upon award.



ESSENTIAL FUNCTIONS



The Senior Technical Advisor provides technical assistance to staff and partners to support the Ghana Health Service to scale-up FP services through capacity strengthening, training, supervision, mentorship, and quality improvement. This may include the following tasks, as requested, for the overall project:




  • Provide technical leadership on the design and implementation of FP activities to ensure the achievement of outcomes and results.

  • Lead the development and implementation of strategies, work plans, and activities to support the GHS scale-up of long-acting reversible contraception and permanent methods of contraception, in a collaborative manner with the government, partners, and other implementing partners.

  • Work with team to identify, adapt/develop, implement or scale-up, document, and disseminate best practices within the project, together with the Ghana Health Service.

  • Coordinate closely with other USAID and other donor-funded FP/RH initiatives to enhance results across projects.

  • Participate in capacity building of supervisors and service providers in the technical areas of the project.

  • Assist in the preparation of technical reports and other documents.

  • Coordinate with the Strategic Information Advisor to support data collection and to ensure the use of data for continual improvement, decision-making, and identification of best practices and lessons learned.

  • Organize program needs and resources, prioritize and monitor activities, and mentor technical staff and partners.

  • Represent the project in external meetings with other partners.




Required Skills or Experience


The qualifications and skills required for this position are:




  • Advanced degree in public health, social sciences, public health, international development, or related field.

  • Seven (7) years of senior-level management experience in the design, implementation, and management of complex public health projects in developing country contexts with a focus on Family Planning.

  • Proven track record of building teams and fostering collaboration to achieve goals, meet milestones, and produce quality results.

  • Demonstrated knowledge of USAID procedures pertaining to project design/implementation, Monitoring and Evaluation, and financial management and reporting.

  • Exceptional communication skills, including presentations, in written and spoken English required.

  • Proficiency in at least one of Ghana’s local languages.

  • Recognized leader in FP in Ghana

  • Demonstrated leadership working with other technical advisors, experts, and host country staff from the public, private, and NGO sectors.

  • Extensive service delivery training experience, including experience developing and implementing quality assurance approaches.

  • Direct experience with youth and adolescent FP/RH programming is strongly preferred.

  • Have a good grasp of country-level and international policies on SRH/FP

  • Have a good command of computer tools: Word, Excel, PowerPoint, Stata, Epi-info, ODK.

  • Have experience facilitating supervision with monitoring tools.

  • Ability and willingness to travel as required to activity sites.

  • Ability to establish good relationships with staff and external partners.

  • Demonstrate a great ability to analyze digital data and all other sources of information.
