TERMS OF REFERENCE FOR GRAPHIC DESIGNING SERVICES


 


PROJECT SUMMARY  


Cooperative for Assistance and Relief Everywhere (CARE) and its consortium partners – AfriKids, Community Development Alliance (CDA), Crown Agents (CA), Ghana National Education Campaign Coalition (GNECC), and School for Life (SfL) – are implementing the five-year, $50-million Cooperative Agreement with the Ghana mission of United States Agency for International Development (USAID) to assist the Ministry of Education (MOE) and its agencies / affiliates to strengthen accountability in primary schools in Ghana.


 


The USAID/Ghana Strengthening Accountability in Ghana’s Education System (SAGES) Systems Strengthening Activity supports the MOE’s objective to strengthen accountability mechanisms in the education sector as outlined in the Education Strategic Plan (ESP) for 2018 - 2030 (MOE, 2018). In its analysis of the education sector, the MOE identified a lack of accountability as one of the primary causes of poor learning outcomes in primary schools in Ghana.


 


The purpose of the SAGES Systems Strengthening Activity is to improve primary education service delivery through institutionalizing accountability in Ghana's primary education system. The Activity will support efforts led by the MOE and its agencies and affiliates, to :



  1. Strengthen the enabling environment for education accountability in primary education.

  2. Improve the performance of education system actors and improve the effectiveness of their interactions with each other, in support of education accountability.

  3. Improve education management and citizen engagement in USAID’s Zone of Influence (ZOI).



Communication is a key component of SAGES Systems Strengthening Activity work and constitutes a vehicle for ensuring visibility for successful SAGES Systems Strengthening Activity initiatives, results and programmes as well as for raising awareness about key issues of gender equality and women’s empowerment. Effective communication involves high quality and creative visual materials intended for social media use and printing. 


 


Within this scope, SAGES Systems Strengthening Activity seeks to hire a Graphic Designer to create graphic images and GIFs, layout different types of knowledge products and provide support to align SAGES Systems Strengthening Activity and its implementing partners visual products with the SAGES Systems Strengthening Activity Branding and Marking Plan which will therefore be used in both online and offline communication and visibility activities.  


 


OBJECTIVE 


The main objective of this work is to prepare appropriate designs for SAGES Systems Strengthening Activity printings (i.e. Flyers, reports, newsletters, brochures, multicolor infographics, original illustration etc.) and check carefully data tables, colour combination, size, value of the indicators etc. with proper formatting of the products.


 


SCOPE OF WORK 


The Graphic Designer will design GIFs, graphics and infographics, publications layouts to disseminate key communication and knowledge products of SAGES Systems Strengthening Activity and communication campaigns for social media, digital platforms and for printing usage.  


 


The Graphic Designer will work closely with USAID/Ghana SAGES Systems Strengtheing Activity Communication team to perform the following tasks:  



  • Conceptualize and produce animated images (GIFs), graphics and infographics to communicate key achievements of USAID/Ghana SAGES Systems Strengtheing Activity. The materials should be created for specific use on web and social media and should utilize the USAID/Ghana SAGES Systems Strengtheing Activity branding, colour and themes.  

  • Conceptualize, design and layout of high-quality innovative, creative and attention-grabbing materials, for print and web-based communications, such as Infographics, publications, illustrations, print and web-based campaign and advocacy materials, promotion materials and any other communications materials that require creative graphic design.  

  • Liaise with the printing/ production facilities and provide them with all relevant productionrelated information.  

  • Conduct quality control to ensure accurate and high-quality work.  

  • Modify, review and edit materials as required, in consultation with the relevant USAID/Ghana SAGES Systems Strengtheing Activity Communication team.   

  • Prepare final media files for online distribution.  

  • Carry out ad-hoc graphic design related work as instructed by the USAID/Ghana SAGES Systems Strengtheing Activity team.   



The consultant should:  



  • Be equipped with all the necessary devices and software to perform the work.  

  • Follow USAID/Ghana SAGES Systems Strengtheing Activity Branding and Marking Plan 

  • Explore and propose ways to convey information through animated elements. 



PRINCIPLES  



  • Visual messages should be positive and empowering and reflect the Activity’s objectives

  • Materials should be designed in such a way that they can be updated and adjusted for future use (all colours, pantones, fonts, inserted bitmaps or any other used resource should be included in the design package ; fonts should not be converted to outlines in order to follow further edits and adaptations in the future). 

  • The designs of the materials should be consistent with USAID/Ghana SAGES Systems Strengtheing Activity Brand and Marking Plan

  • USAID/Ghana SAGES Systems Strengtheing Activity will hold non-exclusive world rights in perpetuity of all designed submissions and products.  



DELIVERABLE AND TIMELINE  















Deliverable 



Time frame 



High quality design materials, including animations, graphics and infographics etc. in  English and selected Ghanaian local languages complying with agreed formats and communication objectives.  



The deadline of submission for each assignment will be indicated with the instructions for each assignment. 





 


CONTRACT SUPERVISION 



  • The consultant will work in close cooperation with the Communication’s team that will be responsible for the quality assurance of the deliverable.

  • Graphic Designer’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.  

  • All deliverables must meet the specified requirements and be signed off as acceptable by the Hiring Manager.  



 





Required Skills or Experience


EDUCATION   

Bachelor’s degree in graphic design, animation, communications and/or visual arts. A Technical degree in combination with relevant experience may be accepted in lieu of the bachelor’s degree. 



EXPERIENCE 




  • At least 3 years of professional experience in animation, graphic design and layout work. 

  • Experience on development of communications materials on gender is an asset.  

  • Working experience with international organizations is an asset.  Competencies  

  • Proven creative skills in graphic design, visual and digital storytelling.  

  • Proven creative skills and advanced command over a full range of graphic design software, including Adobe Suite/CC such as Illustrator, InDesign (mandatory), Photoshop, After Effects etc. 

  • Solid understanding of printing and production matters and knowledge of different formats for printing.  

  • Proficiency in Romanian and Russian languages. Working knowledge of English will be an asset.  





How To Apply


DURATION  

The initial duration of the contract will be from 1 March 2024 to 30 August 2025 for 60 days with the consultant working from the CARE office and remotely as needed. 



Technical Criteria for Selection

The proposal submitted will be evaluated using the following criteria:

I. Technical Proposal (70%)

a. Number of years of relevant expérience as Graphic Designer/firm

b. Experience working on USAID projects

c. Sample designs

d. Expérience undertaking similar type of collaborative assignments



II. Cost Proposal (30%)

The Consultant/firm must share the basis of their charges and fee charged for 3 recent assignments.

The application/proposal will be evaluated for technical quality and methodological soundness. For a proposal to be selected, it must score a minimum pass requirement of 70%. A proposal shall be rejected at this stage if it fails to achieve the minimum technical threshold of 70%. The cost proposals shall only be evaluated for forms that meet the minimum threshold of 70% score on the technical proposal. All bidders will be notified of the status of their proposal within a week of the receipt of proposals/applications.

WARRANTIES   

The designer warrants to CARE International that the works shared as part of the technical prposal are original works and in no way a violation of any existing copyright. The designer shall indemnify CARE International for legal liability incurred by it on the grounds that the designs are a violation of these warranties.
