Section 2: Summary of ABBAT Project

ABBAT represents a three-year scientific research initiative aimed at addressing psychosocial and cultural barriers to tree planting and forest protection within the Mole Ecological Landscape. The project combines tree planting, nurturing, and protection with different behavior change techniques (BCTs) to determine their effectiveness in achieving success in landscape restoration. Funded by the Swiss Agency for Development and Cooperation (SDC) and the Fondation Audemars-Watkins (FAW), ABBAT is being implemented in three (3) districts—West Gonja, Sawla/Tuna/Kalba, and Wa East—by a consortium comprising two organizations: Green for Change Ghana and Ranas.



Section 3: Questions

Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than 5 pm local time on April 22, 2024, by email to [email protected]  Questions must be submitted in writing; phone calls will not be accepted. Questions and requests for clarification and the response that GCG believes may be of interest to other offerors will be circulated to all RFQ recipients who have indicated an interest in bidding.

Delivery time (after receipt of order): offerors will be evaluated based on the delivery timeline and logistics to determine the calendar days required to deliver this goods/service. Notice that the planting materials should be available and accessible to farmers by May 31, 2024. Offerors should demonstrate the ability and the technical capacity to deliver the best service in the industry's best practices to achieve this mission.  


 


Section 5: Quotations


Quotations in response to this RFQ must be priced on a fixed-price, all-inclusive basis, including delivery and all other costs. Offerors are required to submit proposed payment terms and payment schedules if applicable. Failure to submit proposed payment terms may lead to the disqualification of an offeror from consideration. Pricing must be presented in the local currency of the targeted country.  Offers must remain valid for not less than thirty (30) calendar days after the offer deadline. Offerors are requested to provide quotations on official letterhead in the format provided in Section 4 – Technical Requirements.  


 


Section 6: Evaluation


The award will be made to a responsible offeror whose offer follows the RFQ instructions, meets the eligibility requirements, or exceeds the minimum required technical specifications and is judged to be the best value based on a lowest-price, technically acceptable (LPTA) basis. Only offerors determined to be technically acceptable will be considered for the award. The evaluation committee will assess offerors’ acceptability per the following criteria: 



  • Type of seedlings or seed and genetic properties/variety(responsiveness to the technical specifications and requirements (see Section 4 – Technical Requirements)

  • Seedling bags quality - (Seedlings must be grafted, at least a month old, healthy, and free from pest & disease infestation)  

  • Delivery (14 days after signing award of the contract)- (Mode, condition of transportation, and the speed of delivery)

  • Payment terms and schedule –100% after acceptance and delivery: Offerors are also required to submit their proposed payment terms and payment schedule as part of their quotation.



Best-offer proposals are requested. It is anticipated that the award will be made solely on the basis of these original proposals. However, GCG reserves the right to conduct any of the following: 


GCG may conduct negotiations with and/or request clarifications from any offeror before award; 


While preference will be given to offerors who can address the full technical requirements of this RFQ, GCG may issue a partial award or split the award among various suppliers, if in the best interest of the ABBAT Project: 


GCG may cancel this RFQ at any time. 


 


Please note that if there are deficiencies regarding responsiveness to the requirements of this RFQ, an offer may be deemed “non-responsive” and thereby disqualified from consideration. GCG reserves the right to waive immaterial deficiencies at its discretion. 


 


Section 7: Payment and Award


The award will be awarded to the offeror whose quotation represents the best value to the Project. Award will be issued only to the entity that submits a proposal in response to this RFQ. GCG will not issue an award to different offerors, entities, or third parties other than the selected offeror (s). Any award and payment resulting from this RFQ is anticipated to be in the form of a Purchase Order/Contract

  • Official quotation, including specifications of offered items (see Section 4)

  • A copy of the offeror’s business license

  • At least (2) contacts for references from organizations/individuals for which the offeror has successfully performed similar work.
