Job Title: Administration/Logistics Officer                 Duty station: Tamale, Northern Region 


The USAID-supported Agricultural Governance, Resilience and Economic Empowerment (AGREE) Activity has the overall goal to ensure responsive governance for improved agricultural sector development in Ghana. In September 2020, the scope of the Activity was expanded to include the Women in Shea (WISH) Initiative to advance women’s economic empowerment. The Activity aligns with USAID’s Country Development and Cooperation Strategy for Ghana in ensuring:




  1. Strengthened Responsive, Democratic Governance

  2. Sustainable and Broad Economic Growth.  



USAID recently extended the conflict component to consider social cohesion, early warning, chieftaincy and natural resource management and media.



The Administration/Logistics Officer will generally be responsible for providing office management and logistic support to the AGREE Activity in an efficient and cost-effective manner. S/he will ensure compliance with CARE and Donor regulations and advise on requirements where necessary. S/he will coordinate and provide logistical support for project activities, including travel arrangements, workshop/training events and field visits and maintain hard and soft copies of asset management register, fleet management forms, warehousing documents, distribution reports, and other documents relating to supply chain.



The Administration/Logistics Officer will report directly to the Chief of Party (COP) and will be based in the Tamale Sub Office in Northern Ghana.



KEY RESPONSIBILITIES OF THE ROLE



General Administration




  • Support the implementation of CARE Ghana administrative and support policies and procedures within the AGREE Activity and supervise compliance with donor regulations.

  • Maintain a good filing system in the office.

  • Supervise the maintenance of all project assets and equipment.



ASSET MANAGEMENT




  • Maintain an up-to-date inventory (electronic inventory register) for the AGREE Activity operations in coordination with Sub Office personnels, including vehicles, office and project equipment.

  • Ensure compliance with established procedures in procurements, payments and accountability. 

  • Ensure proper documentation of all assets (receipts, disposal, transfer etc)

  • Ensure the appropriate use and security of assets and equipment assigned to the project office area.



Event/Activity Management Support




  • Support in developing TORs for travel, workshops, events, and technical activities.

  • Coordinate logistical requirements for program activities required for partner payments etc

  • Support the Budgets, Grants and Contracts Specialist in planning events and activities.

  • Provide administrative support during events, programs, and activities.

  • Support the preparation of advance requests and justification for program related expenditures.



Travel Support




  • Responsible for liaising with CARE Ghana’s Administrative Officer and the procurement team to schedule travel, accommodation, arrange per diems and other travel related logistics for non-CARE staff.

  • Liaise with the Fleet Coordinator to secure vehicles for project travel.






Required Skills or Experience


Knowledge




  • Proficient in the use of Microsoft applications, including Excel, Word, PowerPoint & Outlook (or similar software).

  • Good knowledge of administrative systems and practice, policies, and procedures.

  • Familiar with donor rules and regulations (EU, USAID, CIDA) and basic finance or accounting practices.



Experience




  • At least 2 years’ experience in General Administration, Supply Chain Management, Procurement and Property Management.

  • A good experience in supervision is required.

  • Previous experience working with an INGO or a Development organization.



Skills




  • Good analytical skills

  • Ability to multitask, meticulous, ability to organize and manage time.

  • Excellent planning, organization and time management skills and ability to work independently.

  • A strong team player.

  • Good interpersonal skills

  • Good written and oral communication skills.



Education



Degree in Administration, Logistics, Supply Chain Management, Business Administration or equivalent.
