Job Description


Midterm Evaluation of the Reproductive, Maternal, Newborn, Child and Adolescent Health and Nutrition (RMNCAHN) Strategic Plan 2020-2025



Background



One of our leading projects, USAID’s MOMENTUM Country and Global Leadership (MCGL) is a five-year USAID funded global award that works with country governments and local non-governmental organizations to provide targeted technical and capacity development assistance is currently looking for a consultant for Midterm Evaluation of Reproductive, Maternal, Newborn, Child & Adolescent health & Nutrition (RMNCAHN) Strategic plan.



The Ghana Reproductive, Maternal, Newborn, Child & Adolescent Health & Nutrition (RMNCAHN) Strategic Plan (2020-2025) serves as an overarching integrated strategy providing a holistic and unified approach to RMNCAHN programs and interventions. The document comprises strategic programs and interventions, with their respective targets, which attest to Ghana’s commitment to achieve excellence. The primary focus of the strategy is reducing maternal, newborn, child and adolescent morbidity and mortality by providing quality services by skilled attendants, in an enabling environment. The approach to implementation supports integration of services along the continuum of care by taking into consideration both community and facility factors.



Developed in 2020 and expiring in 2025, a mid-term evaluation is vital in assessing the level of achievement and progress and to plan for the remaining implementation period. The Momentum Country and Global Leadership project will support the Family Health Division of the Ghana Health Service (GHS) to engage a consultant to lead the RMNCAHN strategic plan evaluation and support validation of the findings with GHS.  The methodology and plan for the evaluation shall be developed by the consultant and submitted for approval by GHS before proceeding.



The consultant will evaluate the scope and level of implementation, progress, and outcomes for the various strategic plan components by conducting a desk review of documents and resources and engaging with relevant stakeholders and FHD programmes (e.g., Safe Motherhood, Family Planning, Newborn, Nutrition, etc.).



Led by GHS and the consultant, a draft evaluation report will be presented to a Technical Working Group (TWG) and relevant stakeholders meeting convened by GHS. The feedback and inputs of the deliberations will feed into the draft, which will be further developed (by the consultant) and ratified by the TWG.



Scope




  • Meet with GHS/Momentum Country and Global Leadership Project to clarify SOW

  • Review of Strategic Plan 2025 document

  • Outline evaluation methodology (process) and plan (including timeline) and submit for review and approval

  • Once plan is approved:

    • in collaboration with GHS, outline list of GHS and stakeholders and resources to ensure a full representation of the strategic plan scope and status

    • Conducting a desk review of relevant resources, reports, and other documentation

    • Engage the various FHD programmes and stakeholders in the evaluation of respective areas from 2020 to 2023 for their input into progress and achievements (e.g., KIIs and analyses)

    • Analyze findings



  • Develop a draft report based on findings for review by TWG 

    • This should include an outline of the implementation plan for the remaining 18 months



  • Lead a TWG meeting to review the draft

  • Document and incorporate TWG input and feedback to finalize report

  • Submit final report for review

Required Skills or Experience



  • Master’s degree in public health or related health area. 

  • At least 7 years of work experience in public health in low-middle income setting, with a special focus on Reproductive, Maternal and Child Health, M&E and Health System Strengthening.

  •  At least 2 years project management experience. Some working experience in health system strengthening in RMNCAH in Ghana.

  • Some experience in research work on global health.

  • Some work experience with Ghana Health Service.


  • Skills/Knowledge



  • Strong communication, strategic thinking, public relations and advisory skills, including writing and presentations in English.

  • Quantitative and qualitative data analysis.

  • Demonstrated networking and partnership building skills.

  • Strong expertise in coordinating activities.

  • Strong results based programme management experience, with particular focus on strategic planning and capacity building.

  • Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
