Job Description



  • Position Title: ICT4D Senior Project Manager

Position Summary


As the ICT4D Project Manager for the Large-Scale Food Fortification Project in West Africa, you will facilitate the achievement of the project's objectives by ensuring all ICT4D activities, providing technical support to the project implementing partners at both country and regional levels to advance the work of Catholic Relief Services (CRS) to serve the poor and vulnerable. Your ICT4D and data management skills will ensure that the project applies best practices and is constantly working to improve the impact of its benefits on those we serve through a successful MEAL system.


 


Job Responsibilities



  • Ensure the implementation of all ICT4D and project data management activities assigned to you as outlined in the detailed implementation plan, in line with CRS program quality principles and standards, donor requirements and best practices.

  • Provide technical solutions to public sector teams, remotely and on-site, for the planning and implementation of data collection tools (digital and standard), documentation of good practices and accountability initiatives, helping to ensure high-quality implementation and accountability of the large-scale food fortification project in West Africa.

  • Provide support to country teams in the process of integrating fortification data into national databases, including nutrition surveys at the national and regional levels

  • Lead the process of digitization of food fortification data in the countries of intervention of the project and at the regional level through technical support to national alliances of the regional strengthening  association in order to facilitate the availability of evidence and improve decision-making for the food fortification program in West Africa.

  • Contribute to the conduct of rapid studies and surveys on the knowledge, coverage and acceptability of fortified foods in the country of implementation of the project in order to ensure the availability of evidence for decision-making and thus improve the implementation of the fortification programme. 

  • Support capacity building initiatives related to large-scale fortification for staff and partners by helping to develop learning and training strategies and curriculum/curriculum, conducting trainings and workshops, and mentoring.

  • Contribute to the monitoring of LSFF project indicators and the analysis of data from the fortification program in West Africa

  • Participate in the reporting of the LSFF project and in the writing of new proposals on large-scale fortification led by CRS 

  • Contribute to maintaining relationships with donors, peer organizations, research, and other institutions, participate in LSFF forums, collect and share best practices, and promote the work of CRS.

  • Help ensure compliance with donor and agency MEAL requirements.



 




Required Skills or Experience


Education & Experience



  • Bachelor's degree required in Statistics, Computer Science, Information Management or Nutrition. A degree in public health or epidemiology would be a plus.

  • Minimum of 2 years of professional experience in project support, ideally in online data management.

  • Additional degrees may replace some of the experience; Additional experience can replace some of the studies. 

  • Experience working with partners, technical support in data collection and analysis, organization of studies and surveys. 

  • Experience working in an international team is a plus.

  • Experience in the use of online data collection software (ODK, Kobo Collect, ComCare, etc.), visualization and statistics (DHIS2, Tableau, Power Bi, R...) and GIS (QGIS, ARGIS, etc.).

  • Attention to detail, accuracy and punctuality in the execution of the responsibilities assigned to you



Foreign language required/desired


English and French are the working languages. Fluency in Portuguese is an asset


 


Travel required: this position will require travel on 40% of working time in West African countries


 


Key Labour Relations


Supervision:


Internal: WARO LSFF; CRS country programme staff in the 15 ECOWAS countries where the project may affect due to the location of the staff/consultant or the training/convening locations; other CRS QAP-HQ staff or other staff who may travel to the area to support the LSFF project.


External: peer executing agencies; government stakeholders, private sector entities, suppliers, consultants, partners.
