Background


On May 26, 2021, the United States Agency for International Development (USAID) awarded Tetra Tech the Feed the Future Ghana Fisheries Recovery Activity (GFRA), a 5-year $23.88 million contract to mitigate the near collapse of Ghana’s small pelagic fisheries sector and establish a durable basis for its ecological recovery.


 


To fulfill this purpose, a balanced and strategic approach will be implemented that reduces fishing overcapacity and increases controlled access over Ghana’s small pelagic fisheries sector to encourage ecological sustainability while also enhancing socio-economic well-being and local resilience of artisanal fisherfolk and their communities. GFRA’s five interdependent strategic approaches are:



  • Strategic Approach 1: Align fisheries capacity with ecological carrying capacity of the small pelagic fisheries while enhancing the socio-economic well-being and resilience of artisanal fisherfolk.

  • Strategic Approach 2: Increase the quality and value of artisanal fish products to maintain household income and enhance availability of nutritious foods for local and regional markets.

  • Strategic Approach 3: Strengthen transparency, accountability, and co management in governance practices for fisheries policymaking, regulation, and enforcement.

  • Strategic Approach 4: Strengthen constituencies to promote and implement sustainable fisheries management.

  • Strategic Approach 5: Improve use of science and research for policy and management decisions.



One of the key activities that GFRA will support the Ministry of Fisheries and Aquaculture Development and its Fisheries Commission to implement includes the 2024 fishing closed season, with a focus on the small pelagic stocks. This will include technical and logistical support to the GoG to assess the socioeconomic impact of the closed season. The findings of the study will guide the sector ministry in planning subsequent closures to rebuild the overexploited small pelagic stocks.


 
Scope of Work/Activities/Tasks


 


Working in close collaboration with the Fisheries Commission (FC) and GFRA, the consultant will:



  1. Develop a detailed workplan for the assignment, including various stages from literature review, methodology development, data collection, data analysis, data validation, report write up, and validation. and training of officers of FC.  The workplan should detail how the consultant will work with the FC to carry out each activity under the assignment. The workplan should also include a draft table of contents for the socio-economic assessment report.

  2. Conduct a literature review of previous socio-economic assessments of Ghana’s fishing closed seasons since 2019.

  3. Develop a research methodology appropriate to assess the socioeconomic impact of the 2024 closed season.  The research methodology must be mixed methods, that is combining both quantitative household level survey research with qualitative research methods such as focus group and in-depth interviews.  The methodology must also describe how the data will be analyzed. The research methodology must also outline how the research will include Fisheries Commission staff during community entry and selection of research participants.

  4. Conduct one training of Fisheries Commission staff to participate in the data collection for the 2024 socioeconomic assessment. 

  5. Collect data in two stages.  The first will be prior to the implementation of the closed fishing season, during June 2024. The second stage will be after the implementation of the closed fishing season during July and August 2024. Sample size and data collection sites will be determined in consultation with GFRA and the FC. The consultant is expected to work with the FC zonal officers to identify the respondents and administer the survey instruments to them. 

  6. Analyze the data to investigate the impact of the closed fishing season based on the agreed methodology.

  7. Produce a draft report written in a way that can be readily comprehended by the general public, on the socioeconomic impact of the 2024 closed fishing season. The report must include the following sections 1) an executive summary no less than 10 pages that presents a destailed summary of the socioeconomic assessment and its findings for a lay audience, 2) a summary of the impacts of past closed fishing season since 2019 and a the identification of adaptation strateges of the fishers during those closed fishing seasons, 3) and the detailed presentation of the socioeconomic impact assessment and its results.. 

  8. Organise a validation workshop on the socioeconomic impact assessment report.

  9. Produce a brief report that summarizes the 2022 socioeconomic impact assessment report written in a style that is free from technical jargon and can be readily comprehended by the general public.



Deliverables and Due Dates



  1. Detailed workplan for the assignment, including table of contents for the report.   

  2. The data collection and analysis methodology for conducting the socio-economic assessment.  The methodology should describe the research methods that will be used, provide the survey instrument, and include a data collection schedule.  

  3. Training report from FC staff training on socioeconomic assessments, including signed participant list.

  4. A draft report on the socioeconomic impact of the 2024 closed fishing season on artisanal fishing households. The report should be validated by the FC, GFRA and the fishers. 

  5. Validation workshop with key stakeholders, in collaboration with the Fisheries Commission.

  6. Final report, incorporating feedback from FC, GFRA and validation workshop.

  7. Simplified version of the 2022 socio-economic impact assessment report

Socrates Apetorgbor Segbor will coordinate this SOW and approve consultant deliverables prior to full payment. 




Required Skills or Experience



  • Minimum 10 years of experience working in fisheries, with specific experience working on socioeconomic impact of fisheries management measures in Ghana

  • Experience in scientific research, data collection and modelling in the fisheries sector

  • Knowledge of the fishing sector, key stakeholders and enforcement agencies
