Request for Proposal: Evaluation and Learning Consultant for a 3-year Child Protection, Quality Education & Positive Child Development Project in Ghana



 


Project Information


The My Life My Rights (MLMR) project in Ghana is a 3-year child protection, quality education and positive child development intervention aimed at improving the protective environment of children aged 4 to 14 through a scalable and replicable play-based learning model for children to become engaged and fulfilled citizens. To be implemented in Ghana, the project is designed to protect children from harmful work and improve their wellbeing through three interrelated actions: (i) increasing access to safe, inclusive and stimulating learning environment in schools for enrolment and retention; (ii) strengthening child protection systems at district and community levels for child labour prevention and remediation; and (iii) improving access to and knowledge of livelihood-strengthening tools among community members, in particular women.  



  • Project Focus Groups: Children (17,500 (8750F) aged 4 to 14) in 50 primary schools; 20 Community Child Protection Committees in 50 communities; 10,000 parents and community members; 420 teachers, 50 headteachers and district education officials, SMC/PTAs in 50 schools; 84 technical officers of Barry Callebaut; national and regional stakeholders (i.e., GES, Gender children & Social Protection, Employment and Labour Relations); and 30 child protection district officials (i.e., social welfare officers, community development officers, domestic violence and victim support unit officers, labour officers, and district chief officers)

  • Project activities: The project will include the following key activities:



             *Professional development (in-service training, coaching, and mentoring) on play-based learning for 420                               teachers.


            * Establishing and training 20 community child protection committees


            * School infrastructure improvement in 50 primary schools


            * After-school supplemental learning activities and direct support for rescued children 


            * Additional educational inputs such as reading materials, books, teacher manuals, and other materials to support                teaching and learning.


            * Policy level engagement, advocacy and influencing.



  • Project Location: We are looking at implementing the project in  Ghana (Details to be communicated later)

  • Project Duration: April 2024 – March 2027 (3 years) 



Purpose and Scope of the Evaluation & Learning (E&L) Consultancy


The objective of this consultancy is to work in deep collaboration with a consultancy firm or research partner as an embedded critical partner who will bring an innovative and rigorous approach to the design of the MEL framework, facilitate learning across the project, nurture evidence-informed and adaptive project delivery, and design and deliver independent utilization-focused evaluations (baseline, midline, final). The said firm should be able and willing to commit to the entire duration of the project - with the avoidance of frequent team members changes. 


 


We invite proposals that not only assess project outcomes but also employ state-of-the-art participatory methods. Proposals should outline innovative and participatory approaches that foster active participation of diverse groups of project participants, in particular children and young people, ensuring a comprehensive understanding of the project's impact. Considering the overall objectives, we are seeking an Evaluation & Learning Consultant to undertake the following:



  • Support the articulation of the project’s MEL strategy (including specifically developing indicators protocols: definitions, tools for measuring all indicators, developing learning questions, training project team on these including the TOC and PMF) 

  • Facilitate project level participatory monitoring and adaptive programming through developing gender-responsive child participatory tools and guidelines for engaging 60 young peer researchers to participate in quarterly cycles of peer data collection, analysis and monitoring of implementation of actions throughout the project period with supervision and quality-assurance from Right To Play’s MEL team in Ghana. 

  • Collaborate with a lead advisor (Professor Aurelia Lepine) in the development  and testing of context-relevant wellbeing tool for use at baseline, midline, final evaluation, and annual outcome monitoring. 

  • Design and undertake comprehensive mixed-method process and outcome project evaluations (baseline, midline, final), assessing the project’s context, relevance, effectiveness, and replicability.



The scope of the E&L consultancy listed above is by no means exhaustive or mutually inclusive. RTP is flexible to discuss with interested parties to agree on the final scope of the consultancy and what the interested firm is comfortable delivering to fulfil the objectives of the E&L consultancy. 


 


Deliverables and Timelines


To implement and fulfil the objectives and scope of this consultancy, we are looking at the following deliverables in three phases for the E&L consultancy:


 


Phase 1: Design and implement a mixed methods baseline including context and gender analysis to strengthen project strategies and generate prior-project values of the indicators in the project measurement framework (PMF) while giving a comprehensive overview of contextual issues and the gender differentials and complexities of gender inequalities associated with the project objectives and outcomes. This will be done in collaboration with Professor Lepine who will train RTP MEL team and enumerators on indirect methods for measuring child labour prevalence and subjective wellbeing - May – October 15, 2024


 


Phase 2: Articulation and development of comprehensive Project MEL Guide - including development of child participation and inclusion in MEL tools for an established periodic child/youth led monitoring throughout the project period. These deliverables will be used by the project team to ensure quality monitoring, internal learning, and adaptive management for continuous improvement in project delivery in a way that responds appropriately to stakeholders’ feedback and contextual realities. The E&L Consultant will be expected to train RTP Ghana MEL staff, Nyonkopa(i.e., BC Ghana) MEL team, and MLMR project staff on these tools and processes. October – December 2024. Included in this phase is periodic support for participatory analysis of monitoring data from child peer researchers and generation of new prompts to guide their work for ensuing months. This piece will be done semi-annually starting from Jan 2025; Jul 2025; Jan 2026; and Jul 2026. 


 


Phase 3: Delivering utilisation focused evaluations – a midline assessment of child wellbeing outcomes and community conditions supporting or hindering child wellbeing and safety to be conducted in Year 2 (Jul 2025 – Sept 2025); and - a final evaluation in Year 3 (Oct 2026 – Feb 2027) to assess the project’s effectiveness while drawing key lessons for replicability. This phase dissemination and lessons learned workshop to share final evaluation findings with stakeholders in Ghana.  


 


Budget

A total of between 45 – 65 working/consulting days are anticipated for Phase 1 – the design and implementation of a mixed methods baseline including context and gender analysis.

Phase 2 is also budgeted to have between 20 – 30 working/consulting days. 

Whereas the two sub-phases of Phase 3 have a total of between 35 – 50 working/consulting days, and 45 – 55 working/consulting days for midline and final evaluation respectively. 

Using this estimated number of days as a guide, we invite prospective E&L consultants to propose a budget for each phase, indicating the actual number of days and daily rates.   

The budget should also include the total additional cost of this work — covering the duration of the project, including the deliverables proposed, data collection costs, and all costs to be incurred for administrative and logistical arrangements. Payment schedule will be discussed based on the confirmation of the final budget and agreed deliverables.



Terms of Award 

This document is a request for proposals only, and in no way obligates RTP or its donor to make any award.  Please be advised that under a fixed price contract the work must be completed within the specified total price.  Any expenses incurred in excess of the agreed upon amount in the contract will be the responsibility of the contractor/consultant and not that of RTP or its donor. Therefore, bidders are duly advised to provide its most competitive and realistic proposal to cover all foreseeable expenses related to providing the requested services.  



All deliverables produced under the future award/contract shall be considered the property of RTP. RTP may choose to award a Purchase Order/sub-contract for part of the activities in the RFP.  



Language

The proposal, as well as correspondence and related documents should be in English.



Negotiations  

The bidder's most competitive proposal is requested.  It is anticipated that any award issued will be made solely on the basis of a bidder's proposal. However, RTP reserves the right to request responses to additional technical, management and cost questions which would help in negotiating and awarding the contract. RTP also reserves the right to conduct negotiations on technical, management, or cost issues prior to the award of the contract.  In the event that an agreement cannot be reached with a bidder, RTP will enter into negotiations with alternate bidders for the purpose of awarding the contract without any obligation to previously considered bidders.



Rejection of Proposals 

RTP reserves the right to reject any and all proposals received, or to negotiate separately with any and all competing bidders, without explanation.



Incurring Costs  

RTP is not liable for any cost incurred by bidders during preparation, submission, or negotiation of an award for this RFP.  The costs are solely the responsibility of the bidder.



Right to cancel or modify this Procurement Process  

By issuing this RFP, entering into clarification communications with potential bidders or by having any other form of communication with potential suppliers/bidders, Right To Play is not bound in any way to enter into any contractual or other arrangement with you or any other potential bidder. 

It is intended that the remainder of this procurement process will take place in accordance with the provisions of this RFP, but RTP reserves the right to terminate, modify or vary (to include, without limitation, in relation to any timescales, scope, or specifications) this procurement process by notice via email to all potential supplier/bidders who have already submitted their proposal. Right To Play will have no liability for any losses, costs or expenses caused to you as a result of such termination, amendment or variation.

Required Skills or Experience


General Requirements of Evaluation and Learning (E&L) Consultancy Team


The prospective Evaluation & Learning consultant would consist of a team of individuals with complementary competencies including strong evaluation leadership skills, expertise in adaptive programming, experience in the project country, expertise with participatory approaches with children and young people, appreciation and experience applying a GESI lens, a solid understanding of education systems and child labour programming in Ghana including in cocoa growing communities.


 


It is a requirement that the consultant team includes senior team members from the country where the project will be implemented (i.e., Ghana) with deep understanding and experience of the local context. The lead consultant should have not less than 7 years of proven experience in evaluating projects and programmes within the sector and the project country. 

 


Indicatively, we are seeking the following profile of team members.



  • Proven track record in research, and/or evaluation field, including experience in qualitative and quantitative data collection, analysing qualitative and quantitative data and report writing.

  • A proven track record and experience in leading gender analysis or related assignments.

  • Extensive experience creating measurement frameworks, refining indicators, and creating tools for education, gender equality and child protection-focused programmes.

  • Experience facilitating an effective gender and disability inclusion approaches into the project’s MEL frameworks.

  • Experience using participatory methodologies with children and young people and following OECD-DAC principles for evaluation measurement and the ERIC (Ethical Research Involving Children) approach and Guidance

  • Proven ability to mentor partners and strengthen their MEL capacity.

  • Have a multidisciplinary team, with at least 1 team member with strong statistical analysis and GIS skills including a member with experience in using GESI lens in project monitoring, evaluation, and learning. 

  • Genuine interest in the topic and readiness to engage as an equal programme partner to learn, reflect and collaborate. This includes the ability to work through project flexibly, adapting approach as new findings and learning emerges.

  • Demonstrated experience in capturing learning and translating into digestible knowledge products accessible to a range of audience.

  • Fluency in written, spoken English. Knowledge of spoken local languages (e.g., Twi, Ewe, etc), in the project locations will be an added advantage.

The proposal should include organisational/team capability statement, CVs of proposed team members, and a comprehensive budget, indicating the total cost for each Phase . Tenderers are encouraged to include two relevant work samples in support of their application. The complete proposal package including technical proposal, budget, workplan, CVs, and work samples should not exceed 30 pages




Technical Proposal 


The Technical proposal shall describe how the consultant intends to carry out the requirements of the RFP, including a proposed workplan.  It should be concise, specific, complete, and demonstrate a clear understanding of the work to be undertaken and the responsibilities of all parties involved. It must demonstrate the consultant’s eligibility, as well as their capabilities and expertise in completing each step of the activity. 


 


Bidders shall include only information necessary to provide a clear understanding of the proposed action and the justification for it. Greater detail than necessary, as well as insufficient detail may detract from a proposal’s clarity. Minimise or avoid the use of jargon and acronyms as much as possible. If acronyms or abbreviations are used, include a separate page explaining the terms.


 



Cost Proposal


A detailed budget including narrative that justifies the costs as appropriate and necessary for the successful completion of proposed activities should be submitted. The budget narrative should clearly describe the project and cost assumptions. All proposed costs must be directly applicable to performing the work under the RFP and should include any tax obiligations. 


The budget narrative should be of sufficient detail so that someone unfamiliar with your organisation or the activity could review and adequately understand and grasp the assumptions, reasonableness and calculation method used.  


Budget and narrative must be prepared using Microsoft Excel software. Supporting information must be provided in adequate detail for conducting a comprehensive analysis. All costs must be stated in Ghanaian Cedis (GHS). 


 


This is an all-inclusive fixed price offering/contract. No additional costs will be considered or can be included after the contract is awarded. All items/ services must be clearly labelled and included in the total offered price. Bidders should submit their most competitive and complete cost proposal.


 


Work Samples and CVs


Bidders are required to submit two relevant work samples, ideally reports the consultant/firm has lead authorship on.  Clearly label and provide CVs for all individuals proposed to be the core team members, clearly stating their roles and responsibilities for this assignment. Please note that if the data collection is to be sub-contracted, the E&L consultant will be ultimately responsible for the third party and will be required to share their qualification with RTP and receive approval for such sub-contracting. 


 


We are happy to hold a brief online meeting with interested tenderers on May 24th  to clarify aspects of the terms of reference, explain our MEL architecture and our approach to learning.   


 


Proposals will be accepted on a rolling basis and will be reviewed as soon as they are received. Early submissions are encouraged and Right To Play reserves the right to select a consultancy before the proposal submission date noted above.
