TERMS OF REFERENCE - MID-TERM EVALUATION. LETTER OF INTEREST

Background 


WUSC and CECI are jointly implementing the West Africa Governance and Economic Sustainability in Extractive Areas  (WAGES)  project in key regions of Burkina Faso, Ghana and Guinea that are impacted by the presence of extractive industry. This is a 6-year (April 2016 to March 2022) project funded by Global Affairs Canada (GAC).  


 


The project aims to break the vicious circle in which local communities, especially women and youth, are excluded from the benefits of mining investments. Additionally, the project works to ensure the participation of local communities, and specifically, the integration of women and youth in the governance of natural resources, entrepreneurship and the sustainable development of these areas. 


 


The project has three main areas of intervention: local governance, sustainable and inclusive local economic development and knowledge sharing in the targeted regions of Burkina Faso,  Ghana and Guinea. 


 


Purpose of the Evaluation 


The purpose of this formative evaluation is to highlight what is working well and what needs to be improved in order for WAGES to make further progress in achieving expected outcomes. 


 


Scope of the Evaluation 


The time period for this evaluation is from the project baseline study in September 2016,  to the end of December, 2019 in Ghana. The evaluation will cover all the beneficiary communities in Ghana: Daboase, Ateiku, Bogoso, Prestea, Aboso and Huni -Valley.  


 


Timeline 


The contract period will be between October 31st,  2019 and February 15th,  2020.
