Job Description Terms of Reference for the Development of Training Manual_ VGGT Training Guide and Picture book FAR BAN BO Introduction Far Ban Bo (meaning ‘protecting fishing livelihoods’ in fante)” with overall objective of contributing to sustainable fisheries resource management to improve food security and nutrition and livelihoods of smallholder fishers and other users of fishery resources. The project will have empowered smallholder fishery associations to take active part in fisheries governance, empower communities to take active participation in effective Illegal Unreported Unregulated (IUU), monitoring and grievance mechanisms and introduce social and economic safeguards that contribute to improving livelihoods and nutritional status of smallholder fishers and other users of fishery resources. Project Introduction The project seeks to create awareness, build capacity and empower smallholder fishers and processors benefit from equitable and sustainable rights-based fisheries resources management. The main focus of the project, smallholder fishers in the target districts, dependent on fisheries resources, will benefit as project seeks to raise the awareness, knowledge and build the capacity of the target groups about fisheries governance. Again the project seeks to pilot an effective IUU monitoring and grievance mechanisms. This will be achieved through establish linkages with local fishers and their associations and related stakeholders for equitable representation and meaningful role in decision making processes. Assignment FBB project need to develop a training manuals and picture book for the training of staff and smallholder fishers and processors within target communities to enhance their knowledge around (Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security) VGGT. The manual will be based on two separate sections and will be developed for training purposes for trainers as well as for grass root fisheries resource users and activists. Explain the main topics covered by the VGGT Identify the main actors and processes and their respective roles in tenure governance; Assess the local tenure situation and conduct analyses of specific cases in the country; Apply the VGGT to prepare an agenda for action by CSOs to implement the VGGT. Far Ban Bo is looking for national Consultant for developing training manual on the subject sighted. The training manual will cover modules that will capture basic information that will be discussed and agreed by the project team and the consultant. Scope of work and Roles and Responsibilities of Consultant(s) The scope of consultancy is as follows: The Individual/Firm consultant will directly report to Project Coordinator The manual will be produced in English with picture. The manual needs to be produced in easy language comprehensible to wider audience working in multiple backgrounds. The responsibility of designing illustrations and printing of the manual would also be the consultant/firm’s responsibility. The brief roles and responsibilities of Consultant(s)/firm are: A. Sharing a contents of training manual for approval: Facilitate a meeting with the FBB team to gather content of for the development of the manual. Share brief description of contents of the training manuals with logical sequence that will expose sketch of the booklet before its development for approval from FBB. After approval of the contents the consultant will implement and develop the booklet. B. Development of Training Manual: The manual will be developed in connection with the existing materials (produced by governmental or non-governmental agencies) as reference. Explore and identify more knowledge on the subject, keep proper references of all materials cited. The consultant will undertake the responsibility of designing the manual with illustrations where necessary. Consultations with FBB team during the course of designing is important. Expected Deliverables Contents of manual to be approved by FBB Project Coordinator. Draft consolidated training manual in English Designing and finalization of training manual after final review and approval of FBB Project Coordinator Submission of draft manual Submission of final manual NB: Timelines for deliverables to be agreed before signing of contract with selected candidate. Duration of Assignment 3weeks from the signing of contract. Contents of Response to Terms of Reference The following should be included in application: A maximum of 10 pages for technical proposal and should contain description of the following: Background and relevance of past experience with the consultancy subject Brief background of the topic: It should reflect how the consultant has conceptualized and understood the topic. Description of the consultant’s methodology or approach including consultant’s detailed work plan for executing the assignment. The consultant’s team (if any) for executing the assignment, showing the staff to be used and their relevant expertise. Please attach the current CVs of all team members Detailed work plan with timelines Budget (with breakdown): The Financial proposal should capture all relevant cost required to implement the task in time and of the right quality. References of previous work The consultant will have an overall reporting responsibility to Mr. Kwame Mensah, the Program Coordinator, Far Ban Bo Project. Required Skills or Experience Essentials The Team Leader/consultant should have at least Master’s Degree in Development Communications, or any relevant field, or recognized equivalent work experience. Experience in undertaking other comparable work. Excellent language proficiency in English.
