Job Description



Main Purpose of the role

Options Consultancy Services is seeking a Programme Monitoring and Evaluation Advisor to be the focal point for all monitoring and evaluation (M&E) activities, results, learning and guidance in the Obia Nkae Eisire (ONE) Ghana Programme



The UK Department for International Development in Ghana (DFID Ghana) leads the UK’s efforts to reduce poverty in Ghana. DFID Ghana’s programmes currently focus on economic development, governance and human development. As Ghana moves towards self-reliance and DFID Ghana shifts its approach to supporting economic transformation and institutional strengthening, this programme will support the Government of Ghana to ensure the poorest and most vulnerable are not left behind.



The overarching objective of the ONE programme is to support people with disabilities and mental health, neurological and substance use conditions (MNS) to improve their health and wellbeing and ensure they are engaged, empowered and able to enjoy improved social and economic outcomes and rights. This will be achieved through four outcome areas, which align with Ghana’s (draft) National Mental Health Policy and Strategic Plan;




  • Governance: Leadership, governance, policy and systems strengthening for mental health and leave no one behind.

  • Services: Quality mental health services are scaled up to provide a balanced model of care in Ghana, integrated into primary health care and community-based rehabilitation; support - mental health and disability.

  • Inclusion: Reduced stigma, discrimination and human rights violations; empowerment and capacity building of Disabled Peoples Organisations (to include grant making)

  • Research: Applied knowledge and evidence base; Increase use of disaggregated data by disability status.


The main purpose of the role is to support the programmes M&E, grants and capacity building for the Civil Society Organisation (CSOs) and the Disabled People’s Organisation (DPOs)



The Programme M&E Advisor will be responsible for knowledge management and reporting. They will also be the regional M&E support, coordinating with the programme, consortium partners and Options London based office to share M&E best practice and the lessons learnt.




Required Skills or Experience



Person specification
To succeed in this role, you will have:




  • Master’s degree in or relevant post-graduate qualifications in social sciences (e.g. international development, public health, monitoring and evaluation, demography, epidemiology etc.) or other relevant areas

  • Senior technical expertise in the field of health programme monitoring, evaluation and learning, including leadership of system development and implementation

  • Experience, with demonstrated results of managing complex monitoring and evaluation systems and sources, including qualitative and quantitative data collection and analysis

  • Experience, with demonstrated results, in developing and implementing strong Lessons Learnt techniques

  • Knowledge of data analysis software programmes (e.g. STATA, SPSS,) and able to produce analysis and graphic representation of results

  • MEL experience in the context of multi-country programmes, and/or consortium delivery
