About the role

Ghana recorded her first covid19 case on the 12th of March 2020. As at 12th May 2020, Ghana confirmed covid19 cases stood at 5,408 with 514 recovery and 24 deaths (https://ghanahealthservice.org/covid19/archive.php). Following this WSUP won a generous funding from Unilever-DFID to implement Hygiene Behaviour Change Collation (HBCC) Covid19 Programmes in Ghana. The purpose of this programme is to build urban resilience to Covid-19 in major cities in Ghana (Accra, Kumasi, and Tamale). This programme will target low income city residents – including the most vulnerable – through delivering key messages on the provision of Covid19, social distancing, personal, surface, family and domestic hygiene, alongside improved government and utility effectiveness to fight and reverse the scorching pandemic.



The programme will be implemented in two phases. The first phase of the project will work through the Ministry of Sanitation and Water Resources (MSWR), Ministry of Health (MoH), the National Commission for Civic Education (NCCE) and the Information Services Department in the various Metropolis (Project areas) to provide a wider reach for information dissemination on COVID-19 prevention measures. This phase will highlight the importance of personal hygiene, especially handwashing, for prevention of infection. It will also provide on-the-ground reach using information vans, community radio (community level information centres) and community announcers. Key messages will include social distancing, effective handwashing, safe disposal of waste and safe use of public, compound (shared) and household toilets. The second phase will focus on a medium-term approach of engaging national institutions such as the Ghana Water Company Limited, the Community Water and Sanitation Agency and metropolis to drive water and sanitation related hygiene best practices in schools, communities, major market centres and lorry parks/stations in the three Metropolitan Assemblies. Very critical to this campaign will also be the training and capacity building of Environmental Health and Sanitation Officers who will carry on the campaign even after the life span of the project.

Overall purpose

The Project Officer will support the Project Lead in the implementation of the Unilever DFID HBCC Building Urban Resilience to Covid19 in an assigned Metropolis (Project area) in collaboration with the authorities of the Metropolitan Assembly and other partners. The post holder will be directly responsible for planning, implementation and monitoring programme delivery in their catchment Metropolis and reporting to the project lead. She/He will ensure that programme activities are delivered on time to the highest quality standards and value for money. The Project Officer ensures all aspects of the Covid19 campaign of the project are implemented effectively, professionally, and in accordance with the culture and practices of the local population, WSUP and donor requirements.



Main responsibilities & tasks




  1. Execute the implementation of the HBCC Building Urban Resilience to Covid19 campaign in the assigned metropolitan area.

  2. Support the Project Lead in carrying out project planning, management, implementation and monitoring in the assigned Metropolitan Assembly in collaboration with the Metropolitan Authority.

  3. Execute project coordination and implementation of activities with partners with the highest quality standards required in assigned catchment Metropolis.

  4. Be responsible for the day to day monitoring of activities, and reporting progress to the Project Lead.

  5. In close cooperation with the Metropolitan Assembly, ensure that logistics, equipment and PPE materials provided are distributed fairly and in line with plans and relevant associated documentation is completed accordingly.

  6. Ensure compliance of all legal, health, safety, safeguarding and environmental requirements of the project’s field activities within the catchment Metropolis, including interaction with community members, consultants and Environmental Health and Sanitation Officers assigned to deliver on the project in accordance to all internal, external and national standards and donor requirements.

  7. Ensure all required programme and operations documents are submitted in a timely and complete manner to the Project Lead. Effectively coordinate with supply chain, finance and administration for complete and accurate reporting and delivery.

  8. Coordinate and monitor the use of financial and material resources relevant to program needs. Through planning and oversight and ensure efficient use of project resources and assets.

  9. Be accountable and transparent in ensuring that all project materials, property, logistics and PPEs entrusted in your care are put to the required use.

  10. Ensure funder and WSUP’s visibility and/or branding used in the project is in line with the recommended guidelines, in consultation with the Project Lead.

  11. Undertake any other project-related tasks that shall be assigned by Project Lead/Management.
