Mission




  • The MM acts as marine advisor for export tanker Master, as per terminal regulations and Company procedures, for the tanker movements on site: arrival, mooring, loading, station keeping, unmooring, departure, emergency response on board the export tanker.

  • The MM is the Terminal representative for any safety, security, environmental and commercial matters on board export tanker.


Scope

Area of responsibility covers export tankers mooring and unmooring operation at the offshore terminal and station keeping during offload.



Duties



Safety




  • In charge of the tanker inspection on arrival for safety, security and environmental related matters.

  • Check the conformity of export tanker and her crew.

  • Verify compliance of the export tanker with MARPOL regulations during her stay on site.

  • Acts as ISPS representative on board the export tanker on behalf of the FPSO.

  • Acts as focus point on board the tanker during normal and emergency situations.

  • Fills up the ISGOTT Ship Shore Safety Check List with the Export Tanker’s Master.


Export Tanker Handling




  • Uses available marine means (tugs or AHTSs) for tanker movement as per Company procedures and port regulations.

  • Reviews export tanker handling procedures and emergency response on a regular basis.

  • In charge of mooring team management during export tanker operations.

  • Follows up the maintenance of offloading and mooring equipment and floating hoses with the FPSO marine crew.

  • Coordinates the activities at the bow/stern and on deck of the export tanker.

  • Supervises the hose connection/disconnection along with the Assistant Mooring Master.

  • In charge of handling/transfer of personnel, material and equipment with the export tanker.


Terminal Representative for the Company




  • Endorses all offloading documents and all other commercial documentations on behalf of the Company.

  • Follows up the cargo operations: loading/discharge plan, loading/offloading operations and communications with cargo control rooms of the tanker and the FPSO.

  • Draws up reports for the Company.

  • Initiates the "letters of protest" when needed.


Other Activities




  • Assists the Cargo Supervisor on board the FPSO for marine related activities and provides their marine expertise.

  • Inspect the marine means (tugs and AHTS) and to verify compliance and condition of their towing equipment.


Health, Safety & Environment Responsibilities




  • Assists in establishing emergency marine procedures and provide necessary expertise.

  • Participates in risk analysis for marine operations (HAZID/HAZOP).

  • Gathers ‘lessons learnt’ and provides feedback as required.

  • Fully complies with all security, health and safety instructions at all times.

  • Stays vigilant and maintains continuous awareness of hazards and surroundings.


Authority

Appointed by the Company, for exclusive execution of mooring operations and loading of export tankers at the offshore terminal




Required Skills or Experience




  • Be Holder of a valid IMO STCW 95 deck officer class 1 certificate, unlimited.

  • Be the holder of a valid specialized program on the (BRM) bridge resources management.

  • Be the holder of a valid specialized program on the duties to fulfill on tankers (oil STCW V/1.2).

  • Be the holder of a valid medical fitness certificate in accordance with IMO STCW 95 convention.

  • Have a minimum experience of thirty (30) months on board service as Senior Officer (Chief Officer or above) seagoing AFRAMAX tankers or larger.

  • Have attended a specific simulator training course for terminal mooring masters.

  • Be familiar with tanker operations.

  • Be familiar with the operation of terminal tugs.

  • Be fluent in English.
