Job Description

Background

The Innovation for Transformative Education (ITE) Project was initiated in 2018 by Oxfam Ibis, Library Without Borders (LWB) and Oxfam in Ghana. The aim was to design and implement an innovative project that will help in improving teaching and learning outcomes among deprived girls in the northern part of Ghana. The project started in October 2019 and is been implemented by Oxfam in Ghana in partnership with Savana Signatures and in collaboration with Ghana Education Service and the District Assemblies of the two Project communities (Sawla Tuna Kalba and Kpandai districts).

The main objective of the project is to ‘Contribute towards improved teaching and learning outcomes in Northern Ghana via the use of new information and ICT and pilot a new type of sustainable exit-strategy that may be replicated’. The project is targeting the two Girl’s Model Junior High Schools (GMJHSs) in Sawla and Kpandai. It is also aimed at strengthening the capacity of teachers of eight other non - project public schools within the districts, building the capacity of the District Teacher Support Teams (DTSTs) and modelling out a sustainability strategy aimed at generating funds for the management of the project when the project ends in December 2020. It is funded by DANIDA through Oxfam Ibis, whilst the project implementation is done by Oxfam in Ghana with the technical support from Library Without Borders.

The project uses ICT tools such as the IDEASBOX[1] and KOOMBOOKS[2] which were built by Library Without Borders. These ICT tools have servers which are uploaded with teaching and learning resources such as model lessons on various topics and diverse fields of study, and materials such as documentaries, books, practical experiments on various subject areas. These resources are taken from different fields and subject areas where both teachers and students can access information that will help them in their teaching and learning process. These resources are generic and global in nature and therefore will serve as a very good source of reference materials. They, however, do not meet the requirement of the Ghana Education Service approved syllabuses for Junior High Schools.

Specific Objectives

The E – Learning materials development is intended to help us achieve the following objectives:

• To develop clear and concise video documentaries of lessons in the three major subject areas of Science, Mathematics and English language on some selected topics based on GES approved syllabuses for Junior High Schools.


• To develop clear and concise video documentaries about some historical, cultural and educative sites in the country.


• To upload the video documentaries on to the servers of the ideaboxes and koombooks for easy access by both teachers and students of the project communities.

Specific Task Areas

• Conduct a review of the Ghana Education Service syllabuses in the three subject areas and select topics that are deemed to be difficult for the understanding of students


• Prepare and deliver lessons on these topics for selected group of students


• Take videos of the lessons and submit to a professional for editing


• Upload the videos on to the servers of the koombooks and ideasboxes


• Visit some tourist sites and educational centres like the museum, game reserves, science resource centres etc and conduct a video documentary of those sites for uploading on to the servers


• Share video with Oxfam for study and comments

The Role

The E – Learning Materials development will be conducted by an independent and professional media house, that has a demonstrable experience and achievements of developing high profile video documentaries for both national and international consumption, especially in the area of  development of lessons that are based on the approved syllabuses for the Junior High Schools in Ghana. They should also be interested in supporting and promoting child centred and gender sensitive pedagogies. The media house shall also have the zeal in the promotion of quality education, especially among girls in Ghana. The media house should be able to work with Ghana Education Service (GES) or Colleges of Education at the regional or district level to help in identifying qualified professional teachers who will be able to deliver the lessons to meet the required standard. These identified teachers should have a track record of developing lessons for documentaries in their various subject areas.

Deliverables:

• Outline of the selected topics and detail lesson notes prepared for the lessons, that will guide the delivery of the lessons


• Video documentaries on lessons taught and historical sites that are due for uploading on to the servers

Required Skills or Experience

Oxfam is looking for a reputable and highly professional media house for consultancy, to develop a high-quality E - Learning materials for Junior High Schools in the country. The media house should be able to work with Ghana Education Service (GES) or the Colleges of Education at regional and district level. The required candidates from GES or Colleges of Education must be subject matter expert in Mathematics, General Science and English Language for Junior High Schools.

The consultant should have the following skills and competencies:

• The successful applicant must have a minimum of 10 years of experience in the field of developing video documentaries for both local and international consumption.


• Must have a demonstrated experience in developing video documentaries on model lessons in Ghana, especially based on the syllabuses for Junior High Schools in the country.


• Demonstrable experience of producing high-quality, credible E – Learning materials for basic schools in Ghana.


• Familiarity with different methodologies for producing different lessons, and the additional factors including the use of gender sensitive pedagogies.


• Familiarity with Junior High School Curriculum and demonstrable experience in producing high quality E - Learning materials, especially for Junior High Schools in Ghana.


• Must have a demonstrable working experience with CSOs, NGOs and INGOs in the field of education in especially in rural communities of Ghana.


• Excellent writing and verbal communication skills in English and some Ghanaian languages


• Excellent organizational and facilitation skills.'
