Job Description


Terms of Reference for a Situational Assessment of Early Childhood Development in Five Regions of Ghana


 


 


1.0 INTRODUCTION


Children Believe (CB), formally Christian Children Fund of Canada is an International Non-governmental Organization incorporated in Ghana. CB works globally to empower children to dream fearlessly, stand up for what they believe in- and be heard. For 24 years, we have brought together brave dreamers, caring supporters and partners and unabashed Idealists in Ghana. Together, we are driven by a common belief: creating access to education-inside and outside of the classrooms-is the most powerful tool children can use to change their world. This belief we pursue by supporting thriving communities, advancing child rights and protection, promoting equality for girls and women, partnering with children and youth for change.


 


1.1 Background Information


Early childhood care and development is multisectoral and requires commitment of a wide-range of players for progress. Ghana has committed to several treaties and conventions and has made some strides in early childhood care and development over the years. To achieve the commitments of these international instruments, the country has developed a number of policies, frameworks and programs that directly or indirectly impact on the survival, growth and development of children. Key among these are the Early Childhood and Care Development (ECCD) Policy, 2004, Child and Family Welfare Policy, 2014,   Promotion and Extension of Pre- School Education, Early Learning Standards and Indicators for 4-5 years old – Ghana Education Service (2016) and  Early Childhood Care and Development Standards (0-3 years), 2018. 


 


Children Believe has been implementing its early childhood development program since 1996. In 2010, CB adpted the Learning Through Play (LTP) methodology to promote early childhood education education in its operational areas. The LTP intervention aimed at improving the health and wellbeing of young children (0-6 years) with the focus on the physical, intellectual, linguistic, and socio emotional development of children. Children Believe currently operates in three regions-Northern, Upper East and Savanna. 


 


This assessment will be  be conducted in five regions namely; Northern, North-East, Savanna, Upper East and Upper West. 


 


2.0 ASSESSMENT OBJECTIVES


 


2.1. Overall objective


The overall objective of this assessment is to conduct a situational analysis of Early Childhood Development Initiatives at family, community, district, regional and national level.


 


2.2. Specific objectives


Specifically, the assessment will: 



  • Evaluate the relevance, impact, effectiveness and sustainability of Children Believe’s initiatives on ECD/LTP.

  • Map out/idenfify ECD initiatives undertaken by other stakeholders.

  • Identify gaps and opportunities for ECD program improvement and policy influencing in Ghana.



3.0 KEY RESULTS STATEMENTS  



  1. Children have access to quality education, demonstrate  age-appropriate development and learning.

  2. Children have supportive home environment with adequate resources for stimulation.

  3. Children and families have access to quality programmes and services addressing health care and good nutrition. 

  4. Children’s rights are protected and upheld through the implementation of policies and programmes to support children and families.



4.0 CONSULTANTS' MANDATES/TASKS


The assessment will be carried out by an independent Consultant based on the technical and financial proposal submitted.


 


The assignment of the Consultant will be as follows:



  • Present elaborate technical proposal, data collection tools and budget

  • Conduct data collection and analysis

  • Produce a professionally accepted assessment report

  • Produce a case-study that demonstrates in-depth impact and change through ECD 

  • Present the study report in validation workshops for key stakeholders   



5.0 RESOURCES PROVIDED TO THE CONSULTANT 


All project related materials including  Logic Model (LM), Reports and others will be made available to the Consultant.


 


7.0 TIMELINE


The Assessment will be conducted within the period January-February 2021. 


 


8.0 SUPERVISION


The assignment shall be coordinated at Children Believe by the Monitoring, Evaluation, Learning and Knowledge Sharing (MELKS) Officer and supervised by the Country Manager-Program.



Required Skills or Experience


6.0 EXPECTED QUALIFICATION AND EXPERIENCE


The assessment shall be carried out by an  Expert  in early childhood development with :



  • proven previous experience as Researcher in early childhood development

  • at least 5 years’ experience in conducting qualitative and quantitative studies and data analysis;

  • good knowledge of national and international policies and programs on ECD; 

  • Knowledge on Child protection and community development, 

  • Good mastery of computer tools and statistical software.
