Job Description


URC is seeking a Knowledge Management/Monitoring, Evaluation, and Learning (KM/MEL) Director for a potential USAID-funded quality improvement (QI) health project in Ghana. 


 


This position is subject to project award and funding. 


 


The KM/MEL Director will provide oversight on project design, activities monitoring, adaptive management and learnings, and impact evaluation of the USAID/Ghana – Quality Integrated Health Systems Activity. They will support the implementation of an overall project KM/MEL strategy and framework to ensure timely information and feedback to project stakeholders; support the ability of key decision-makers to analyze, communicate, and manage information effectively; and facilitate development of systems that enhance communications between the technical, USAID, and the Ghana Health Service. S/he reports directly to the Chief of Party and will be a member of the project’s Senior Management Team.   


 


The KM/MEL Director’s roles and responsibilities include:



  • Ensure the establishment and implementation of an effective and efficient system to monitor, evaluate, and share/learn progress, impact, and success of project activities.

  • Develop, manage and implement the project’s M&E systems, including selection and monitoring of relevant performance indicators, establishing or identifying baseline data, and setting annual performance targets.

  • Ensure compliance with USAID reporting requirements.

  • Regularly review and update the MEL plan.

  • Provide technical leadership in the development and implementation of the MEL framework for project implementation in selected intervention areas.

  • Support improved data collection, analysis, and use of relevant indicators by the Ghana Health Service and relevant local partners for timely and effective decision making and planning.

  • Lead training initiatives as needed in relevant health information systems, data collection, analysis, and use.

  • Design and oversee data collection at all levels and ensure quality and completeness of reported data.




Required Skills or Experience



  • Demonstrated experience in Ghana required. Ghanaian Nationals are strongly encouraged to apply.

  • Master’s in Public Health, Social Sciences, Epidemiology, or related field required.

  • At least 7 years of experience in design, monitoring, evaluation, and knowledge management for global public health projects.

  • Experience leading MEL efforts for USAID project/s required.

  • Demonstrated experience using different research methodologies, qualitative and quantitative research methods, conducting data analysis, and establishing MEL systems in developing countries.

  • Demonstrated experience in MEL capacity building in developing countries required.

  • Excellent written and verbal communication skills and relevant computer software skills with proficiency in Excel and relevant systems such as SPSS or STATA.

  • Required to have strong interpersonal, oral, and written communication, and presentations skills.

  • Familiarity with USAID administrative, management and reporting procedures, systems, and requirements.

  • Demonstrated ability to foster teamwork and to work as a team member, including with team members working in remote locations.

  • Strong written and oral communications skills in English is required.
