Job Description





  • Job Title: Health Promotion Lead (24 months fixed term) with potential for extension


  • Location: VFAN Office Accra, Ghana with in-country travel


  • Reports To: Programmes Manager – Ghana


Job Purpose



Our work in Ghana supports the Ghana Health Service (GHS) to build capacity to deliver eye care within the primary health care system. Our work has 3 phases. The current phase, phase 1, focuses on integrating primary eye care (PEC) into existing school health programmes within several districts in the Central Region. Phase 2 is intended to expand this work into more regions and Phase 3 to expand our work nationwide.



Reporting in to the Programmes Manager in Ghana, the Health Promotion Lead will be responsible for leading, designing and managing VFAN’s PEC health promotion programme in close partnership with the GHS and integrated into existing health promotion activities in order to increase the awareness of PEC and create demand for the PEC services provided by the GHS and VFAN.



The Health Promotion Lead will work closely with other VFAN team members, in particular, the Eye Health Team Lead and the Monitoring and Reporting Lead to ensure that programme activities are delivered on time and to budget. This role will be pivotal in the design and implementation of VFAN’s first programmes in Ghana and as such requires an individual with experience in the design, creation, implementation and/or management of public health campaigns/activities that can work under their own initiative. It requires an individual that can cope with and manage uncertainty to deliver exceptional results in such an environment. Working across a range of stakeholders you will need to be good at influencing others and building good working relationships across a wide range of cultures and personalities, quickly.

While prior experience of working in or on public health issues is a key requirement we are willing to accept applications from exceptional individuals who have led campaigns more broadly – for example in other sectors like education or wider advocacy for NGOs



Functions / Key Responsibilities



Health Promotion




  • Lead the development of health promotion approaches to increase health awareness in PEC

  • Lead the design and development of new health promotion materials for public information to be used across a wide variety of channels including (but not limited to) print – posters, newspapers, leaflets, fact sheets, brochures etc, radio, drama scripts, social media, community/school leadership groups

  • Lead the review and adaptation of existing health promotion materials from a variety of sources

  • Conduct assessment of available communication channels through which health promotion messages and activities can be delivered

  • Conduct stakeholder mapping to determine the most appropriate method of health promotion for all stakeholders and beneficiaries

  • In collaboration with GHS, GES & local communities, identify local platforms through which eye health awareness information can be disseminated to reach school children and communities

  • Plan and manage the implementation of health promotion activities to ensure delivery to time and budget

  • Develop and manage the detailed work plan and budget for all health promotion activities

  • In coordination with the Eye Health Team Lead, lead regional, district, school/community level stakeholder engagement across a wide range of stakeholders to support the effective delivery of health promotion activities and PEC activities in the communities.

  • Train and coach the programme team (VFAN and GHS/GES) in health promotion approaches, materials, and messages to enable them to conduct health promotion activities

  • Conduct site visits to provide coaching and advice for the VFAN Eye Health Team, GHS and Ghana Education Service (GES) staff and teachers in health awareness activities

  • Conduct regular site visits to:

  • Review how health promotion activities are conducted to ensure continuous improvement of health promotion materials, plans, and activities

  • Provide support and advice to teams implementing health promotion work


Monitoring and Reporting




  • Monitor the implementation of awareness building activities

  • Support the Monitoring & Reporting Lead to assess the effectiveness of awareness building activities

  • Monitor issues and risks relating to our health promotion work and providing proactive recommendation for resolution in consultation with the Programme Manager

  • Complete regular status reporting to Senior Management including both narrative and quantitative information to agreed format and deadlines

  • Support wider reporting requirements such as Board and donor reporting by providing narrative and quantitative information regarding health promotion activities


Administration




  • Complete detailed documentation of all health promotion work – including (but not limited to) approach, processes, materials, implementation plan, internal learning reviews etc

  • Complete programme administration including maintaining accurate records, both electronically and hard copy of our health promotion work

  • Support the Finance & Administration Manager and the Eye Health Team Lead to complete detailed logistics to enable health promotion activities to take place according to plan and budget


Other




  • Carry out other reasonable duties assigned by the Programme Manager/Senior Management from time to time.


Travel




  • This role will involve significant domestic travel within Ghana.

Required Skills or Experience



Education




  • Degree level education (Essential)


Experience



Essential:




  • Good knowledge of the GHS gained through working in or alongside GHS in any capacity (at least 1-2 years)

  • A good understanding of current priorities, challenges, and issues within the health sector

  • Demonstrable experience (at least 2 years) from any area of public health, of:

  • Leading the design and implementation of public health awareness/health promotion campaigns or activities

  • Creating excellent communication materials and messaging for different audiences across different mediums

  • Developing and managing stakeholder relationships with a variety of stakeholders at different levels

  • Results-oriented focus - proven experience of working with, and delivering to metrics and targets

  • Proven experience in completing monitoring and reporting activities


Desirable:




  • A good understanding of visual impairment, community eye health and blindness issues

  • Experience of working in an international NGO in public health/eye health sector

  • Experience of community health/community eye health work and programmes


Language Requirements




  • Essential - Fluency in spoken and written English

  • Desirable – good working knowledge of local Ghanaian language(s)

  • Demonstrable experience in creating and writing excellent communications that present information in a compelling way to differing audiences at all levels

  • Experience of communication/information campaigns, programmes and/or activities that utilise a broad range of channels including (but not limited to) print, radio, online, community dram etc

  • Self-starter who is confident, assertive and comfortable working with a high level of autonomy

  • Excellent organisational and planning skills with good attention to detail

  • Excellent facilitation skills

  • Ability to manage a wide, varied and changing workload, to prioritise effectively, and deliver to deadlines

  • Strong team player with the ability to quickly establish and build effective working relationships with people at all levels, from different organisations, communities, and backgrounds
